About The Position

This is a project management position responsible for overall project management, including planning, organizing, monitoring, and directing work activities and resources necessary to complete assigned projects. The role involves managing projects to be consistent with established processes, schedules, budgets, design criteria, standards, and specifications, ensuring projects are on-time and on-budget. The position also provides technical advice, guidance, and training regarding assigned engineering program areas, prepares analyses, reports, and recommendations based on engineering determinations, and provides engineering support and consultation related to engineering program areas. Effective management of assigned projects is crucial to ensure timely and accurate completion. Communication with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs is a key aspect of this role.

  • Engineering experience related to transportation design, construction and the project development process.

Responsibilities

  • Analyze and interpret engineering data and information, preparing clear and concise reports and recommendations.
  • Assemble and oversee project teams consisting of preliminary engineering and construction staff, consultant professional services, programming and funding staff, government officials, FHWA representatives, project stakeholders, and other interested parties.
  • Apply project management philosophy to meet programmed budgetary objectives for assigned projects, maintaining accurate estimates and monitoring budgets using project management applications.
  • Establish and maintain effective lines of communication between VDOT, contractors, government agencies, and the public, investigating issues and resolving complaints.
  • Manage communication and coordination between project team members and stakeholders, reporting project progress to sponsors and senior management.
  • Advise project sponsors on significant issues affecting scheduled milestones, budgetary objectives, and project team performance.
  • Schedule and coordinate project team meetings and milestone reviews, ensuring coordination for project activities.
  • Respond to project inquiries from the public, legislature, governmental agencies, planning agencies, media, citizens groups, stakeholders, and special interest groups.
  • Use established VDOT policies and procedures in the development and delivery of engineering projects, ensuring compliance with state and federal laws and regulations.
  • Plan, schedule, and coordinate engineering program activities to meet deliverables within established scope and timeline.
  • Assist in the management of projects and tasks, including development and management of scope, schedule, budget, deliverables, change management, quality, and status reports.
  • Complete multiple concurrent tasks and assignments, reporting updates on their status.
  • Apply project management philosophy to meet programmed schedule objectives for assigned projects, developing work plans and schedules using Work Breakdown Structures.
  • Ensure scheduled project key events and activities are completed on time, maintaining up-to-date project schedules in VDOT tracking systems.
  • Evaluate schedule delays or problems, recommending and implementing solutions.
  • Oversee assigned resources to meet programmed schedule and budgetary objectives, ensuring adequate staffing needs and conferring with functional managers to determine resource availability and requirements for consultant support.
  • Develop roadway designs for a wide range of complex transportation projects.
  • Provide support to localities and in-house staff for construction cost estimates in software programs and manage RAAP, HSIP, SAAP and No Plan Projects designed by consultants or other VDOT districts.
  • Manage overall project scopes to meet programmed schedule and budgetary objectives, developing project scopes and definitions to establish a baseline for project schedule and budget.
  • Manage special program initiatives and projects as assigned.
  • Serve and represent VDOT or assigned program area on various committees and work groups.
  • Demonstrate customer service and work habits that reflect VDOT Values, and coordinate the flow of information both orally and in writing.

  • VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
