About The Position

This role provides technical advice, guidance, and training regarding assigned engineering program areas. The position involves preparing analyses, reports, and recommendations based on engineering determinations, and offering engineering support and consultation. A key aspect is effectively managing assigned projects to ensure timely and accurate completion. The role requires communication with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs. Additionally, it involves providing technical review of land development plans consistent with VDOT specifications, standards, policies, and procedures, and administering the District's land development activities with stakeholders.

Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering.
Knowledge of project management procedures and principles.
Knowledge of roadway geometric design and other engineering principles.
Skill and ability to positively interact with employees, citizens and government officials.
Skill in providing and promoting good customer service to internal and external customers.
Skill in the use of computers and software applications to include MS Office, project management and engineering software programs.

Nice To Haves

A combination of training, experience or education in Civil Engineering or related field desired.

Responsibilities

Provide technical review of land development plans consistent with VDOT specifications, standards, policies and procedures.
Administer the District's land development activities with stakeholders to include local government, engineering community, developers and other VDOT staff.
Analyze and interpret engineering data and information.
Prepare complete, clear and concise reports and recommendations.
Prepare correspondence and process forms and applications related to the Land Use Permitting Function.
Review documents and plans pertaining to land use permits.
Establish an effective line of communication between VDOT, contractors, government agencies and the public.
Investigate issues and resolve complaints.
Use established VDOT policies and procedures in the development and delivery of engineering projects.
Ensure engineering projects are completed in compliance with state and federal laws and regulations.
Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
Coordinate plan reviews with the district's responsible charge engineer, project developer, engineer and local jurisdictions for residential and commercial developments.
Enter, track, organize and monitor workload and perform all required tasks.
Keep multiple project reviews on schedule with limited supervisory assistance.
Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports.
Complete multiple concurrent tasks and assignments, and report updates on their status.
Manage special program initiatives and projects as assigned.
Serve and represent VDOT or assigned program area on various committees and work groups.
Demonstrate customer service and work habits that reflect VDOT Values, and coordinate the flow of information both orally and in writing.
Provide technical reviews for preliminary plans, site plans, detailed construction plans and record plats for residential and commercial developments.
Provide technical review for utility plans and other infrastructure plans.
Review and comment on plans for land development proposals.
