About The Position

Homes for Good Housing Agency is the Public Housing Authority (PHA) for Lane County, Oregon. Our primary work is to help low-income community members with the logistics of affordable housing. At a higher level, we are neighbors united to get every Lane County resident who needs help into a home. Our programs provide housing and rental assistance to over 5,000 families in Lane County through voucher-based subsidies and Agency-owned public, multi-family and affordable housing communities. In addition to rental assistance, our team provides resources to program participants and residents including but not limited to general resident support, Permanent Supportive Housing (PSH) programming, Weatherization assistance and HUD’s Family Self-Sufficiency Program. Our Energy Services team is comprised of the Director, six Energy Auditors, a Lead Energy Auditor and an Energy Services Administrative Specialist. The team collaborates with program participants, funders, utility partners, contractors and other Agency departments to improve housing energy efficiency, and support health & safety for program participants.

Requirements

• Four years of progressively responsible work experience in social services delivery, public or non-profit administration or construction with at least two years in a supervisory capacity.
• Graduation from a four-year college or university with major coursework in Community Services, Public Administration, Energy Management or a related field
• The ability to drive Agency vehicles is required for this role.
• Possession of, or ability to obtain, a valid State of Oregon vehicle driver’s license, and be insurable at standard rates is required.

• A strong working knowledge of how complex social services and public programs operate, including eligibility, participant services, community partnerships and the regulatory framework of publicly funded work.
• Experience leading and supporting staff in a people-centered environment. This includes setting clear expectations, providing training & feedback, navigating changing priorities and communicating effectively with participants, service providers, staff and colleagues across the organization.

Responsibilities

• Analyzes plans and administers DOE Weatherization Assistance program and energy conservation programs.
• Supervises and supports a staff of Energy Auditors and administrative support staff.
• Provides financial oversight of operations; participates in budget preparation, projects department cashflows, maintains timely invoicing of funders and ensures vendors are paid appropriately.
• Participates in the development of and implements program policies and procedures.
• Communicates and coordinates with other Agency departments to leverage programmatic partnerships and opportunities.
• Evaluates, monitors and inspects overall program operational effectiveness.
• Oversees department procurement processes and monitors contracts with outside contractors.
• Oversees the preparation of reports and other required documents to federal grant sources.
• Work with Agency Leadership team to define and support agency-wide goals.
• Applies an equity lens to department processes, procedures and service delivery.
• Optimize use of multiple funding sources.
• Leverage opportunities with all utility companies that serve Lane County.
• Allocates funds to support Agency properties when appropriate.
• Work directly with Lane County Housing & Human Services to manage state and federal funding.
• Provides technical assistance to department staff.
• Ensures compliance with OSHA, DOE, HUD and any relevant state or local regulations.
• Serves as a role model in promoting safety awareness sand promptly addressing safety concerns.
• Collaborates with staff and other Agency departments in the development and implementation of continuity of operations planning; serves as a member of the Continuity of Operations Plan (COOP) Incident Command Team.
• Oversees and tracks required staff member training and certifications.
• Maintain working relationship with the Oregon Housing and Community Services (OHCS), Energy team; stays informed of current regulatory updates.
• Attend OHCS Annual meeting and statewide networking events; network with regional WAP agencies.
• Engage with and attend national conferences (North America).
• Engage with and support regional training centers.
• Stays informed of Individual utility goals and regulations.
• Maintain program to meet all funding requirements.
• Schedule, supervise and respond to annual agency compliance monitoring.
• Selects, evaluates and supervises assigned staff; assigns work and ensures appropriate training is provided; recommends and administers disciplinary action when appropriate; handles sensitive personnel matters; exercises full supervision over direct reports.
• Participates in a variety of committees and ad hoc work groups as required or assigned; participates in organization-wide projects, work groups and events related to Agency operations.
• Performs other duties as assigned
