About The Position

The Electric Operations Construction Management leadership manages teams directly or indirectly involved in maintaining or building parts of the service territory distribution grid. Over 6,500 coworkers in Electric T&D ensure the delivery of clean, safe, reliable and affordable energy to nearly 16 million people in Northern and Central California. The Electric T&D Team is responsible for ensuring the electric grid's reliability and resiliency through the ongoing maintenance and operations of PG&E's 100,000 miles of distribution lines and over 18,000 miles of Transmission lines. The PG&E Construction Management Team within Electric Operations provides construction management and inspection oversight over contractor performed and applicant installed work. Construction Management ensures projects are constructed safely and efficiently, with clear objectives, proper authorizations, procedures and documentation, and with assigned resources to meet scope, schedule, cost and quality commitments while maintaining clear communications to all stakeholders. This Supervisor position will oversee a regional inspection team and ensure that all contractor performed distribution and applicant installed projects within the region are adequately staffed and that inspection and documentation meets all PG&E Standards and work procedures. The Supervisor will need to have a strong background in distribution and applicant installed inspection, construction management and contracting. This role will report to the Central Inspection Organization (CIO) Manager and work closely with Distribution Workstream Representatives on process improvement efforts. This position would be supporting Central Coast Region and other areas based on business needs. The position is a DOT (Department of Transportation) covered classification and is subject to random drug and/or alcohol screening.

Requirements

  • High-School Diploma or GED
  • Five (5) years of relevant experience. Relevant experience may include exposure to utility, maintenance, construction, operations, logistics or service planning work
  • CA Driver’s License
  • Subject to random DOT drug and alcohol testing
  • Requires regular travel to projects and to visit employees in the field within assigned geographic area
  • Stands on and conducts emergency on- call; works unusual hours in emergency situations

Responsibilities

  • Manages schedule with the local inspection desk clerks for responses to all requests ensuring employees respond in a timely manner and provide total quality service.
  • Be 100% dedicated to public, employee and contractor safety. Create and foster a safe work environment by maintaining an absolute commitment to safety for self and the Team.
  • Communicates business goals and objectives to the work group and holds all accountable to same.
  • Ensures compliance and consistency for all work documentation submittits and reporting.
  • Develops the business knowledge and technical skills of all field employees. Fosters teamwork within work group and across all company functions.
  • Support the development and training of inspectors in the organization to ensure all inspectors meet the required qualifications, fully understand the position requirements and are prepared to represent PG&E to provide safe, reliable and affordable service
  • Assist in the development of pre-job bidding packages, scope, and execution strategy; attend job showings and project walks. Attend project kick off meetings, meet with governing agencies to assist with permitting issues. Ensure accurate documentation of contractor billing, enforce timely payments, manage change orders, close projects jobs, and maintain the change of custody of inspection records
  • Conduct and document final project walk and punch list
  • Ensures that customers' needs, and expectations are met; ensures clear, professional, proactive communication with customers.
  • Manages and ensures compliance for all equipment maintenance and DOT responses.
  • Ensures that work is executed safely including personal and public safety metrics
  • Ensures work is executed within scope, schedule and cost expectations.
  • Ensures work is built as designed and that any and all changes have been approved and documented per the PG&E Field Design Change Process and Standard.
  • Facilitates team Huddles/ meetings/tailboards and required training as needed.
  • Interface with resource manager for inspection needs and share available inspection resources with other regions to meet inspection needs across the entire company.
  • Maintain good working relationships with the local Division service planning departments and Inspection desk personnel.
  • Fully implements and holds subordinates accountable for safety best practices and adherence to the safety accountability model. Ensures full compliance with the Injury & Illness Prevention Program, working closely with area Safety Program Coordinators.
  • Identifies and pursues productivity improvements and implements work practices to reduce operating costs while meeting corporate and regulatory compliance.
  • Leads root-cause investigations on all PG&E at-fault dig-ins and/or reportable events.
  • Manages a team of union represented gas craft employees, both internal and contract, ensuring compliance with corporate and regulatory requirements and alignment with company values.
  • Manages emergency responses to all requests including equipment maintenance, ensuring employees respond in a timely manner and provide total quality service.
  • Monitors compliance to standards and specifications, to achieve high quality work the first time done. Develops action plans to address deficiencies in process or employee skill/knowledge and tracks the progress of those plans.
  • Monitors the Gas Operator Qualification (OQ) Program and ensures compliance. Maintains craft qualification records for employees, such as welding and plastic fusion as required by CPUC.
  • Oversees both projects and 2nd party contracting within the area of responsibility
  • Reviews all department maintenance documents for accuracy and completeness prior to filing for future reference or for audit purposes.
  • Serves customers by providing timely completion of gas maintenance, gas construction, transmission & regulatory work, and or gas damage control.
  • Oversee a regional distribution inspection team and ensure that all contractor performed distribution and applicant installed projects within the region are adequately staffed and that inspection and documentation meets all PG&E Standards and work procedures.
