About The Position

Responsible for developing, writing, and monitoring the Texas 5-year plan to reduce ongoing HIV transmission in four major urban centers that account for roughly 50% of the annual new HIV diagnoses in Texas. Performs advanced and comprehensive duties in developing and directing the coordination and integration of local, regional, and state efforts for the planning and implementation of activities to address the HIV epidemic. Researches policies and practices related to HIV planning as well as strategies and advancements to address HIV diagnoses, retention in care, HIV viral suppression, and other relevant issues critical to achieving program goals. Provides consultative and technical assistance for DSHS HIV/STD Planners at the Department of State Health Services, as well as EHE jurisdictional coordinators. Oversees training of central office planning staff as well as regional EHE coordinators. Supports the coordination of the day-to-day operations of the HIV planning staff. Facilitates cross HIV/STD Prevention and Care Unit efforts to support local and county health departments contracted to engage in planning and addressing HIV. Develops, coordinates, and monitors aspects of local and statewide HIV planning, including providing technical assistance to contractors. Considerable latitude is required for the exercise of independent initiative, judgement, and action within the program.

Requirements

  • Considerable knowledge of the following concepts of public health practices: plan development and community organization; city, county, and state organizations and administration; and community inter-relationships
  • Knowledge of principles, objectives, and procedures of governmental planning, programming, and research
  • Knowledge of the budgeting and grant writing process
  • Knowledge of HIV/STDs
  • Knowledge of PC applications used to analyze and present data
  • Skill in communicating clearly, concisely, and effectively, both verbally and in writing, with culturally and professionally diverse audiences
  • Skill in building and maintaining effective interpersonal skills, including negotiating, training, and motivating others
  • Skill in the use of a computer and applicable software, in applying statistical tools to data, in preparing reports, and in collecting and analyzing demographics and statistics.

Responsibilities

  • Develops and coordinates the state's long-term strategic plan to address the ongoing HIV epidemic, including the four major urban centers, which account for roughly 50% of new annual HIV diagnoses in Texas.
  • Coordinates and monitors the work of DSHS planning staff and provides training and technical assistance.
  • Prepares and monitors performance measures and implementation progress of the state plan.
  • Researches and analyzes local, state, and national HIV trends.
  • Coordinates and conducts planning projects, research projects, and studies necessary to support the HIV program's strategic planning.
  • Other duties assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
