About The Position

The EMS Inspector oversees and evaluates City-contracted emergency ambulance providers to ensure compliance with contractual standards, while also coordinating and monitoring non-emergency ambulance transfer services. This role verifies that all ambulance services and personnel meet applicable statutory and regulatory requirements prior to licensure. The position also supports EMS operations through inspections, investigations, quality assurance, and performance monitoring.

Requirements

  • High school diploma or GED.
  • One or more years of experience in emergency medical services; overseeing regulatory activities in a health or public health environment; and/or the management or direction of an emergency medical services related association at the local, county, regional, state, or national level.
  • State of Texas Basic Emergency Medical Technician certification.
  • Texas driver's license and a good driving record.

  • Associate's or bachelor's degree in Emergency Medical Services, Healthcare Administration, Public Administration, Fire Science, or related field.
  • Advanced Emergency Medical Technician certification.
  • ICS/NIMS training

Responsibilities

  • Conduct inspections and audits of EMS providers, ambulances, stations, equipment, supplies, and personnel to ensure compliance with applicable local, state, and federal regulations.
  • Monitor contracted EMS provider performance and compliance with service level agreements, response time standards, staffing requirements, and clinical protocols.
  • Review patient care reports, incident documentation, and operational records for accuracy, completeness, and compliance.
  • Investigate complaints related to EMS services and assist in resolving disputes involving citizens, medical facilities, and providers.
  • Prepare inspection reports, findings, recommendations, citations, and complaint documentation.
  • Ensure ambulances and EMS equipment meet safety, maintenance, infection control, and operational standards.
  • Conduct field observations and ride-alongs to evaluate EMS operations, clinical performance, and customer service.
  • Verify that EMS agencies and personnel maintain required licensure, certifications, continuing education, credentialing, and regulatory compliance.
  • Assist with quality assurance and continuous improvement initiatives related to EMS operations and patient care.
  • Coordinate with regulatory agencies, hospitals, fire departments, law enforcement agencies, and contracted EMS providers regarding compliance and operational issues.
  • Participate in the development and revision of EMS policies, procedures, standards, and operational guidelines.
  • Monitor compliance with municipal ordinances, Medical Director requirements, and applicable Texas Department of State Health Services (DSHS) regulations.
  • Respond to major incidents, disasters, and special events to monitor EMS operations and system performance, as assigned.
  • Provide education and guidance to EMS personnel regarding regulatory requirements, operational standards, and best practices.
  • Maintain records, databases, and tracking systems related to inspections, compliance activities, and performance metrics.
  • Assist with accreditation efforts, regulatory reviews, and external audits.
  • Attend meetings, committees, and training sessions related to EMS operations and compliance oversight.
  • Operate a City vehicle to travel to and from inspection sites.
  • Must have and maintain, without interruption, required certifications and licenses.
  • Works assigned schedule and complies with the City's timekeeping and attendance policies.
  • Performs other related duties as assigned.
