About The Position

Cooke County is seeking a qualified and dedicated individual for the position of EMS Chief. The EMS Chief is responsible for planning, organizing, directing, coordinating, and leading all operations of the Emergency Medical Services department to provide high-quality emergency care and service to the community. This position provides strategic leadership, develops and implements policies and procedures, ensures compliance with applicable regulations, and oversees personnel, budgeting, training, and operational effectiveness. The EMS Chief serves as a key leader within the organization and is responsible for fostering a professional environment focused on excellence, integrity, innovation, and patient-centered care.

Requirements

  • Current Texas DSHS certification at EMT level or higher required.
  • Valid driver's license required.
  • Must meet age and insurance requirements to operate emergency vehicles.
  • Knowledge of Basic Cardiac Life Support (BCLS)
  • Knowledge of Advanced Cardiac Life Support (ACLS)
  • Knowledge of Basic Trauma Life Support (BTLS)
  • Knowledge of Pediatric Advanced Life Support (PALS)
  • Knowledge of Emergency medical treatment practices and procedures
  • Knowledge of Emergency vehicle operation
  • Knowledge of Applicable local, state, and federal EMS regulations
  • Required within one year of hire: FEMA ICS 100
  • Required within one year of hire: FEMA ICS 200
  • Required within one year of hire: FEMA ICS 300
  • Required within one year of hire: FEMA ICS 400
  • Required within one year of hire: FEMA ICS 700
  • Required within one year of hire: FEMA ICS 800
  • Possess the skills necessary to function effectively in a pre-hospital setting.
  • Demonstrate knowledge of emergency and non-emergency medical transportation operations.
  • Be familiar with emergency medical equipment and treatment techniques.
  • Handle stressful and emergency situations while remaining emotionally stable and professional.
  • Possess strong interpersonal skills focused on positive patient outcomes and patient satisfaction.
  • Be physically capable of performing required job duties.

Nice To Haves

  • Minimum of five (5) years of field experience in an established ambulance service preferred.
  • Minimum of three (3) years of supervisory experience in public safety, industrial settings, or related leadership roles preferred.
  • Critical Care Transport certification preferred (CCT)

Responsibilities

  • Provide overall leadership and strategic direction for EMS operations.
  • Establish long-range operational goals, organizational structure, and chain-of-command procedures.
  • Develop and maintain department policies, procedures, protocols, and standards.
  • Ensure compliance with all federal, state, local, and EMS regulatory requirements.
  • Oversee recruitment, hiring, training, performance evaluations, and disciplinary actions for department staff.
  • Create and maintain a positive work environment that encourages growth, accountability, and innovation.
  • Coordinate with medical staff regarding patient care management and treatment protocols.
  • Monitor and evaluate patient care services and quality assurance initiatives.
  • Oversee departmental budgets, purchasing processes, capital expenditures, and scheduling.
  • Ensure adherence to safety standards, infection control programs, and patient experience initiatives.
  • Maintain compliance with state and DEA regulations related to controlled substance procurement, storage, distribution, and disposal.
  • Establish effective communication systems throughout the organization and with administration.
  • Promote strong public relations and community engagement.
  • Demonstrate ethical leadership, professionalism, and organizational integrity.
  • Maintain knowledge of EMS operations, emergency vehicles, equipment, and applicable regulations.
  • Respond effectively under stressful situations while maintaining composure and sound judgment.
  • Perform additional duties as assigned.
