About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS' vision of offering comprehensive, quality services that empower children and families to thrive. ACS' Office of Human Resources' primary functions include developing and implementing the agency's human resources policies and procedures, recruiting, and hiring qualified candidates for open positions, providing onboarding and training to new employees, managing employee performance and compensation, and ensuring compliance with all applicable employment, civil service, and labor laws. In addition to our primary functions, the Office of Human Resources provides a variety of other services to employees, such as career development, employee benefits, and wellness programs. The Office of Human Resources also works in partnership with divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce. The Office of Human Resources’ Employment Services unit is responsible for managing and processing all extended leave requests (FMLA, Medical, Childcare, Military, Paid Family Leave etc.) for ACS employees, separations (resignations, terminations, and retirements). The Employment Services unit ensures that the agency is in compliance with all federal, state, and local laws in the daily processing of extended leaves and separations. The Employment Services unit provides the highest level of customer service to employees, managers, and external stakeholders.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Responsibilities

  • Supervise and manage accurate and timely completion of complex functions.
  • Ensure Extended Leaves are processed and managed in compliance with City, State, and Federal regulations.
  • Coordinate and process extended leave requests: Military, Child Care, FMLA, and Medical.
  • Supervise and monitor Employment Services Staff: leave status entries in NYCAPS, timeliness, code usage, and PMS systems interface. Provide support, guidance and direction on difficult issues.
  • Monitor Employment Service Analysts workload to ensure accuracy and timeliness.
  • Liaise with oversight agencies that manage benefits for current and retired employees (e.g. DCAS, OLR, and NYCERS).
  • Maintain and reconcile Extended Leave of Absence/Reasonable Accommodations data.
  • Provide procedural and technical assistance relative to extended leaves, unemployment insurance.
  • Attend meetings as required. Prepare Management reports.
  • Analyze, coordinate and process separations: suspensions, terminations, retirements, and resignations.
  • Interact with Timekeeping and Payroll Units to insure employees are paid accurately and timely.
  • Maintain ‘real-time’ cognizance of the impact of external factors on each case (PayCalc, time and leave regulations, labor relations and union regulations, Laws governing leaves of absence.
  • Ensure all parties are properly and timely notified and appropriately engaged – particular at critical junctures for all cases.
  • Ensure all required documentation are maintained, tracked and acted upon properly and timely.
  • Facilitate AWOL referrals to Employment Law Unit.
  • Process Grants: manage grant request in congruence with skilled applications of Time and Leave rules, Civil Service Laws and ACS Policies.
