Exempt; full-time; 40 hours per week; Monday-Friday; 7:30 a.m. - 4:30 p.m.; full-benefits; grant-funded; partial teleworking schedule may be available in accordance with Division policies. This professional position delivers comprehensive employment and training services to adult and dislocated job seekers through Frederick County Workforce Services. The role provides individualized case management, supports customers in identifying career pathways, and connects them with training and employment opportunities. Responsibilities include assessing needs and barriers, coordinating services with community and business partners, ensuring timely and accurate documentation, and meeting program enrollment, service delivery, and performance goals. Work involves tracking progress toward employment and training outcomes to ensure services effectively support job seeker success. Direction is received from the Manager of Employment and Training Programs. NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate. Requirements

  • Bachelor’s degree in public administration, business administration, human resources, human services, or a related field.
  • Minimum 1 year related work experience in human resources, social services, or a related direct human service field
  • Associates degree in public administration, business administration, human resources, human services, or a related field with 3 years experience as described above.
  • Knowledge of workforce development system and/or employment and training programs and services for un/underemployed individuals
  • Knowledge of and ability to follow local, state and federal grant guidelines and applicable laws and regulations
  • Working knowledge of all applicable federal, state and local laws, regulations, and policies in designing, implementing and monitoring services
  • Ability to effectively assess customer strengths and needs and develop strategic plans to assist in progressing career paths
  • Exceptional problem-solving skills with the ability to use professional, sound judgment at all times
  • Strong ability to develop and maintain effective working relationships with youth, public, elected officials, community partners, business representatives, co-workers and customer
  • Strong and effective spoken and written (English) communication skills with ability to prepare and present clear, accurate reports and presentations
  • Ability to learn and use multiple digital platforms including learning management systems, case management systems, virtual meeting applications, etc.
  • Ability to effectively establish priorities, coordinate services and activities among multiple teams and managers
  • Ability to effectively represent Frederick County Workforce Services to the public, business, and local, state, and federal officials
  • Ability to effectively organize work, establish priorities, manage time and complete assigned duties with minimal supervision in a fast-paced environment

Responsibilities

  • Meet with job seekers to assess career goals, employment readiness, potential barriers to employment, and training needs
  • Deliver training and employment services, ensuring quality and adherence to internal policies and state and federal regulations
  • Provide case management for all those eligible and enrolled in the grant
  • In partnership with job seekers, design employment development plans and support individuals in achieving employment and training goals.
  • Assist job seekers with researching training opportunities and navigating training application and enrollment processes.
  • Identify and coordinate work-based learning and internship opportunities as a training and employment strategy
  • Research and use Labor Market Information (LMI) to assist job seekers in making informed employment and training decisions.
  • Assist job seekers with barrier remediation and supportive service requests as needed for successful participation in training or employment.
  • Maintain accurate records, complete timely data entry, and prepare required reports in accordance with federal, state, and local regulations.
  • Collaborate with business services staff and remain responsive to business needs, including developing customized recruitment, training initiatives, and talent pipelines.
  • Work with specialized populations to support equitable access to training, employment, and career pathway opportunities.
  • Network with area businesses, community partners, and service organizations to identify workforce needs, strengthen collaboration, and create job and career opportunities.
  • Collaborate with training providers on job seeker training plans and associated costs.
  • Participate in outreach events, committees, and community engagement activities; facilitate workshops and presentations as needed.
  • Integrate effective strategies that contribute to FCWS organizational goals and performance measures.
  • Learn and apply new Workforce Development strategies to meet performance goals.
  • Perform other duties as required.
