About The Position

This position is responsible for assisting in managing the staff and functions of the Collections, Employer Accounts, and Audit departments of a Taft-Hartley Trust Fund Administrative Office, incorporated to self-administer union negotiated fringe benefit packages of construction unions. This embodies receivables from individual Trusts Funds such as: Pension; Health/Welfare; Vacation; Training; and sundry other industry funds to be collected on behalf of union member beneficiary participants. Performs other duties as assigned. Additionally, this role involves exercising discretion and independent judgment.

Requirements

  • 5 years’ related experience in Accounts Receivables, Collections, and Auditing required.
  • Strong knowledge of Collective Bargaining and Employer Agreements required.
  • Requires a complete working knowledge of system functionality, processes, and a complete understanding of employer accounts and agreements.
  • Requires in-depth working knowledge of both the production system and reporting system (Basys and Insight).
  • High language, mathematical and reasoning skills.
  • Strong communication skills.
  • Working knowledge of Microsoft Office and Outlook with extensive skills in Excel required.

Responsibilities

  • Assist in overseeing the timely and accurate processing of contribution reports, deposits and account postings.
  • Assist in managing the Inside staff and assist with Field staff and their activities, reviewing status reports on unpaid balances.
  • Assist in managing the Employer Services employees and their activities. Run various status reports for quality control and confirm that company procedures and processes are being followed.
  • Administer employer accounts and review account updates to ensure accuracy and compliance with employer agreements.
  • Creates, edits / updates and maintain all employer agreements and contracts.
  • Works directly with District Council, Local Unions, and Attorneys on establishing, updating, and continuing and expiring agreements.
  • Negotiates, settles, and compromises on all outstanding balances by providing payment plan options, benchmarks, compromise on partial balances, waivers on LD’s, interest, and attorney fees.
  • Back up when needed to attend mediations, civil trials and depositions regarding audited files when assigned by the Director or Manager.
  • Creates, reviews and updates departmental procedures as needed and trains staff.
  • Assist in managing and maintaining departmental statistical reports regularly including the following: Outstanding delinquencies, Total contributions received, Total amounts collected by each division of the department, Percentages of uncollectable accounts, work distribution and balances, Ad hoc department reports.
  • Presents uncollectable files at the Delinquency Committee Meetings quarterly for the Board of Trustees to review and make recommendations.
  • Works with Trust Funds throughout the U.S. to coordinate agreements to transfer benefits from Fund Office to Fund Office under reciprocal agreements. Maintains incoming and outgoing individual reciprocal agreements.
  • Reviews and approves all requests to transfer, refund or adjust account balances when needed.
  • Works directly with representatives of the various Associations on agreement issues, employer dispute issues, or the set-up and facilitation of a new agreement or employer account.
  • Provide General Contractors with requested Unconditional/Conditional releases.
  • Directs staff when to file civil suits, bonds, and liens, against employers.
  • Reviews and confers with attorneys regarding status reports, civil action, determine the direction to take with cases.
  • Reviews and approves attorney status reports to be presented to the Board of Trustees.
  • Calculates and provides Withdrawal Liability estimates to employers.
  • Collects Withdrawal Liability from abrogated employers; facilitates abatement requests from abrogated employers and monitors their account upon approval to verify that all requirements are met.
  • Regular attendance.
  • Abides by all safety and security rules set forth by the company and regulatory agencies.
  • Performs all other duties and responsibilities assigned by the Fund Manager or its designated representative.
  • Responsible for assisting in staffing, supervision and performance management of employees.
  • Participates in staff management training and effectively manage employees in compliance with federal and state employment laws and regulations and company regulations.
  • Interviews, hires with approval from the Director and Sr. Management, trains new employees.
  • Conducts timely performance reviews, establishes clear goals, and supports learning opportunities for job skills and career growth.
  • Conduct regular staff meetings.
  • Performs department administrative approvals such as payroll, vacation requests, salaried staff Expense Reports and invoices.
