About The Position

The Edmonton Police Service Pay & Benefits Section is seeking a self-motivated, results-driven professional to provide direction and supervision of EPS’s dedicated Pay and Benefits Team. Using payroll expertise, the role involves providing guidance, instruction, training, and leadership to inspire the team to work to their full potential. The successful candidate will possess excellent interpersonal and communication skills to build quality relationships with the team and customers. The ESC Team Lead/Specialist will be responsible for all facets of the section's functions, including bi-weekly processing and auditing of end-to-end payroll for union and non-unionized employees, providing leadership to 4-6 Payroll Employee Service Centre (ESC) Representatives, and serving as a functional expert in Payroll. This role also involves identifying training needs, developing and delivering training programs, administering collective agreements, tax legislation, and employment standards, motivating the team, and implementing and administering EPS contracts, policies, directives, and procedures related to pay and benefits. Additionally, the role may require supporting and relieving the Payroll Manager, undertaking special projects, and collaborating with other Team Leads to provide peer support and leadership to ESC Representatives. Other related duties may also be assigned.

Requirements

  • Diploma in Business Administration, or a discipline as required by area of specialization, and/or Payroll Leadership Professional Designation (PLP) from the Canadian Payroll Association, and/or a Certified Employee Benefits Specialist (CEBS) through a recognized post-secondary educational institute
  • Minimum of five (5) years progressive payroll and benefits experience, with two (2) years of supervisory experience.
  • Demonstrated ability to actively coach and lead teams with enthusiasm and professionalism in a fast paced, dynamic environment.
  • Relevant experience in creating and delivering training programs for payroll processes.
  • Experience with payroll system upgrades and leading teams through training and testing.
  • Experience interpreting and applying multiple Collective Agreements for payroll purposes.
  • Exceptional customer service, analytical and proactive problem-solving skills.
  • Ability to work under pressure and manage multiple projects and team members.
  • Excellent interpersonal, written and verbal communication skills.
  • Experience administering a comprehensive benefits program.
  • Proficiency using PeopleSoft or another web-based payroll software.
  • Proficiency using Excel and Word.
  • Working knowledge of FOIPP, Alberta Employment Standards and the Alberta Labour Code.

Nice To Haves

  • SAP and CARM time tracking software experience would be considered an asset.
  • Applicants who have completed post secondary education outside of Canada are encouraged to obtain an assessment of their credentials through the International Qualifications Assessment Service (IQAS) or another recognized Canadian credential evaluation service.

Responsibilities

  • Bi-weekly processing and auditing of end to end payroll for union and non-unionized employees.
  • Provide leadership to 4-6 Payroll Employee Service Centre (ESC) Representatives, ensuring performance standards and customer expectations are met in delivering end to end bi-weekly payroll services.
  • Serve as a functional expert in Payroll, supporting Directors, Managers, Supervisors, Team Leaders and other members who are responsible for the provision of payroll services.
  • Identify training needs, developing and delivering training programs and documentation in order to empower ESC Representatives to be confident in handling difficult payroll inquiries.
  • Administer ever-changing collective agreements, tax legislation, and employment standards code.
  • Motivate the team proactively to achieve organizational goals.
  • Implement and administrate contracts, policies, directives and procedures of the EPS as they relate to pay and benefits.
  • Provide support and relief to the Payroll Manager from time to time.
  • Be assigned Special Projects as needed to provide specific policy and benefit support as delegated through the Payroll Manager.
  • Work as a team with other Team Leads to provide peer support and leadership as a whole to the ESC Representatives.
  • Perform other related duties as required.
