The Employee Health and Compliance Nurse is responsible for implementing and maintaining the Nursing Department's employee health program in accordance with federal (OSHA, CDC) regulations, state home health licensure, and accreditation requirements across all states in which the organization operates or is seeking licensure. This role ensures the agency's employee health practices related to nursing employees — including TB screening, immunization tracking, communicable disease monitoring, exposure management, and personnel health recordkeeping — meet or exceed the requirements of each state's home health/home care licensing authority, and serves as the organization's subject-matter expert on employee health regulatory compliance during new-state licensure applications, surveys, and accreditation reviews. The Employee Health Nurse works closely with the Nursing, Human Resources, Risk Management, and Compliance teams to ensure regulatory standards are met and maintained.

Requirements

Current, unrestricted Registered Nurse (RN) license (compact/multistate license preferred given multi-state scope of this role).
Minimum of 3 years of clinical nursing experience, including experience in home health, home infusion, occupational health, or infection control/prevention.
Demonstrated experience with home health regulatory compliance specific to employee health.
Working knowledge of OSHA Bloodborne Pathogens Standard (29 CFR 1910.1030), including sharps injury log and exposure control plan requirements.
Working knowledge of current CDC tuberculosis screening and testing guidance for healthcare personnel.
Strong written documentation skills; comfortable maintaining audit-ready files and responding to surveyor requests.
Ability to work independently, manage competing priorities, and communicate regulatory requirements clearly to non-clinical stakeholders (HR, operations, executive leadership).

Nice To Haves

Experience supporting or leading employee health compliance across multiple states simultaneously, particularly during new-market licensure buildouts preferred.
Certification in occupational health nursing (COHN/COHN-S) or infection control (CIC) preferred.
Prior experience with a Medicare-certified home health agency or home infusion specialty pharmacy preferred.
Familiarity with ACHC accreditation standards as they relate to employee health preferred.
Experience preparing personnel/employee health documentation for initial state licensure applications and initial surveys preferred.

Responsibilities

Clinically review pre-employment and ongoing employee health screenings for direct patient care nurses, including TB risk assessment, symptom evaluation, and testing consistent with CDC guidance, accreditation standards, and applicable state-specific requirements. Determine if follow-up actions are required.
Maintain required immunization records and track compliance, declinations, and renewal timelines for all nursing staff with patient contact.
Coordinate Hepatitis B vaccination offers and declination documentation per OSHA Bloodborne Pathogens Standard.
Maintain individual employee health files for the Nursing Department separately from HR personnel files, in accordance with each state's record-retention and surveyor-access requirements.
Conduct periodic clinical review of employee health records and documentation to determine compliance with organizational, regulatory, and accreditation requirements.
Advise leadership regarding potential employee health risks and mitigation strategies.
Exercise professional nursing judgment to manage the post-exposure protocol for needlesticks and other bloodborne pathogen exposures, including first aid, source patient testing coordination, post-exposure prophylaxis timing, and baseline/follow-up lab tracking.
Maintain the OSHA Sharps Injury Log and OSHA 300 Log in coordination with Risk Management/HR.
Investigate and document workplace injuries for the Nursing Department (musculoskeletal injuries from transfers, motor vehicle incidents in the field, animal bites, etc.), coordinating with workers' compensation as needed.
Develop, revise, and implement organizational protocols for staff exposure to infection-control hazards in the home setting, including patient home pest infestations (bed bugs, lice, rodents), following established PPE/decontamination procedures and criteria for visit suspension pending remediation.
Track and analyze employee health, injury, exposure, and infection-control trends and recommend process improvements and corrective actions.
Maintain current working knowledge of nursing employee health requirements under each state's home health/home care licensing statute and administrative code, and implement updates as needed.
Serve as the employee health subject-matter expert during new-state licensure applications, ensuring personnel and employee health file requirements are met prior to initial survey.
Maintain and administer the organization’s written Employee Health Policy, TB Infection Control Plan, and Exposure Control Plan, supporting periodic review and updates as directed, including documented solicitation of direct-care staff input as required by federal, state, and accreditation requirements.
Serve as the primary point of contact for state surveyors, accreditation reviewers, and other regulatory bodies on employee health file review.
Liaise with state and local TB control programs and departments of health as needed.
Monitor regulatory changes across all states in which the agency is licensed or is pursuing licensure, and develop and implement amendments to existing policies as appropriate.
Serve as the central point of accountability for conflict of interest disclosures across the nursing team — building a consistent annual collection process, maintaining an organized tracking system, and surfacing trends or concerns for timely follow-up.
Develop and deliver annual TB education and infection control training to direct patient care staff using organization-approved materials.
Develop and deliver new-hire employee health education.
Lead employee health compliance initiatives and provide recommendations for continuous program improvement.
Support HR with license, certification, and registry verification processes (e.g., criminal background checks, nurse aide registries, CPR certification) where employee health status intersects with employability determinations.
Clinical staff who hold an active IgCN certification may be required to participate in CSI’s Immunoglobulin Mentorship Program as part of their role. Participation is dependent on operational needs and program assignments.
Serve as an IgCN mentor to new or transferring nursing staff who are local or regional to the mentor, as assigned.
Provide guidance, coaching, and professional support to less experienced nurses to support safe and effective immunoglobulin therapy delivery.
Assist with training activities as outlined by the Ig educator, including review of educational materials, infusion protocols, and patient care standards.
Support skills development through direct observation, coaching, and feedback related to immunoglobulin administration and patient management.
Act as a clinical resource to the assigned mentee throughout the defined orientation or transition period.
Participate in document review, including competency checklists, orientation materials, and required training records.
Conduct direct observation of clinical practice as required and assess the mentee’s level of competency within the defined orientation period.
Document mentorship activities, observations, and competency assessments in accordance with CSI policies and accreditation requirements.
