About The Position

This position provides statewide leadership and oversight for the development, enhancement, and maintenance of emerging technology curriculum for K-12 public schools, including statewide Artificial Intelligence (AI) guidance and support. The role supports program evaluation, student assessment, instructional improvement, professional development, and the integration of emerging technologies aligned to the North Carolina Standard Course of Study. The consultant also provides leadership in policy, program, and compliance work connected to digital citizenship, online safety, and the School Connectivity Program (SCP). This includes supporting compliance with the Children's Internet Protection Act (CIPA), alignment with the state's Social Media Policy Law, AI literacy initiatives, educator preparation competencies, data collection, reporting, and targeted professional learning to help maintain E-Rate eligibility. This position serves as a critical bridge between instruction, technology, and policy, ensuring North Carolina schools are prepared for the future through effective integration of emerging technologies, strong digital citizenship practices, and compliant, high-quality connectivity systems.

Requirements

  • Master's degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.

Nice To Haves

  • Experience leading statewide, regional, or district-level digital learning, instructional technology, AI, digital citizenship, online safety, or connectivity initiatives.
  • Experience supporting compliance or program implementation related to CIPA, E-Rate, School Connectivity, acceptable use, social media policy, or K-12 online safety requirements.
  • Experience designing and delivering professional learning, guidance documents, curriculum resources, or implementation supports for educators, school leaders, or higher education partners.

Responsibilities

  • Lead the development and implementation of statewide AI guidelines, AI literacy supports, professional development, and instructional modules that promote safe, ethical, and effective use of emerging technologies across K-12 education.
  • Provide leadership for curriculum development, assessment, program planning, and instructional alignment related to emerging technologies and digital learning standards, including digital citizenship and online safety.
  • Guide Public School Units (PSUs) on policy, program, and compliance requirements associated with the School Connectivity Program, CIPA, social media policy requirements, acceptable use, and related state and federal mandates.
  • Develop teacher preparation guidelines and competencies for use in higher education program approval processes and support educator readiness in AI literacy, digital citizenship, and emerging technology integration.
  • Administer, monitor, collect data, evaluate, and report on initiatives related to emerging technologies, digital citizenship, AI literacy, SCP compliance, and E-Rate eligibility requirements.
  • Support statewide and federal initiatives related to emerging technologies and connectivity, with at least 50 percent of time dedicated to the School Connectivity Program, including policy interpretation, compliance support, and targeted professional learning.
