Emergency Services Manager
About The Position
The Tŝilhqot’in National Government is based in Williams Lake, British Columbia serving six communities, including ʔEsdilagh, Tl'etinqox, Tl'esqox, Tŝideldel, Xeni Gwet'in, and Yuneŝit'in. The Tŝilhqot’in National Government’s mission is to support and empower Tŝilhqot’in peoples to exercise their rights to self-determination within their traditional territories in ways which reflect Tŝilhqot’in philosophy, values, experience and culture. The Emergency Services Manager will work with the six communities of the Tŝilhqot’in Nation to provide community-based emergency management guidance, support and assistance through addressing the following four areas: Mitigation and Prevention: Involves activities which reduce or eliminate the effects of an emergency or disaster. Preparedness: Actions taken prior to an emergency or disaster to ensure an effective response. Response: Involves actions taken to respond to an emergency with the appropriate experience and qualifications. Recovery: Includes the activities required to return the community to its pre-emergency state.
Requirements
- Emergency Preparedness related certificate, diploma or degree or five years of experience working in emergency programs (Or actively enrolled in a program)
- Incident Command System I-100 (minimum)
- Proven emergency preparedness skills (prevention, mitigation, preparedness and response)
- Strong supervisory and team building skills
- Minimum 5 years of job-related experience, including 3 years of experience in a supervisory role
- Demonstrates experience in managing communications, meetings, teams and decision making
- Knowledge of the Tŝilhqot’in communities
- Excellent written and verbal communications
- Program planning and evaluation skills
- Organizational and analytical skills
- Proficiency in Microsoft Office applications (Word, Outlook, Excel, Power Point)
- Proficiency in the Lightship Works application
- Able to manage multiple priorities in a fast-paced, changing environment
- Ability to work independently and as part of a team
- Ability to work under pressure
- Able to build working relationships with First Nations communities
- Hold a valid BC Driver’s Class 5 License
- Incident Command System Level 200 or higher
Responsibilities
- Develop, manage, and coordinate emergency preparedness and disaster relief programs
- Lead, oversee and coordinate emergency service activities including developing, implementing and maintaining the community’s emergency preparedness and disaster relief programs, advise leadership during critical events, crises and disasters
- Lead, manage and develop a team of Emergency Services Coordinators
- Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing emergency preparedness services; implement policies and procedures
- Prepare and present annual updates and reports for the six Tŝilhqot’in communities
- Supervise and monitor the work of assigned staff
- Recommend and implement goals and objectives for providing emergency services training
- Present yourself in a professional manner
- Work with grant writers to obtain funding streams
- Respond to and coordinate significant emergency situations; provide emergency planning consulting serves to communities
- Develop and oversee the TNG Emergency Operations Center, evaluate regular and emergency communications systems; make recommendations as appropriate
- Maintain awareness of new developments in the field of emergency preparedness and disaster relief; incorporate new developments as appropriate into programs
- Leads the development and maintenance of specific software and web-based systems
- Management of emergency preparedness response and capacity
- Lead the development and maintenance of the TNG all-hazard emergency management plan
- Works closely with internal and external stakeholders with a focus on excellence in public service delivery
- Lead Community Education – Operations and Emergency Command Centre courses
- Mentor emerging professionals, share knowledge and lead by example
- Travel throughout the Nation to six Tŝilhqot’in communities
- Work non-traditional hours, and be on-call and respond to emergency requests
- Performs other duties as required
