About The Position

All Hands Consulting (AHC) is a specialized emergency management and resilience consulting firm dedicated to helping organizations strengthen preparedness, response, and recovery capabilities. Our team works with government agencies, utilities, healthcare systems, and private sector organizations to enhance operational readiness through planning, training, exercises, crisis management, and resilience programs. AHC supports clients across the full emergency management lifecycle—helping organizations develop practical plans, conduct meaningful exercises, and build capabilities that allow them to effectively manage complex incidents and disruptions. All Hands Consulting is seeking an Emergency Preparedness Specialist to support clients in developing and strengthening emergency management, business continuity, and crisis management programs. This role works directly with public and private sector clients to develop emergency plans, preparedness programs, training, and exercises that improve organizational readiness and resilience. The Emergency Preparedness Specialist will contribute to a wide range of preparedness initiatives including planning, training delivery, exercise design, situational analysis, and GIS-based emergency management products. The position requires strong project management, technical writing, and facilitation skills, along with the ability to collaborate with diverse stakeholders and subject matter experts.

Requirements

  • 3+ years of experience in emergency management, preparedness planning, resilience, or a related field.
  • Experience developing emergency plans, continuity plans, or preparedness programs.
  • Familiarity with Homeland Security Exercise and Evaluation Program (HSEEP) methodologies.
  • Strong technical writing and document development skills.
  • Experience facilitating meetings, workshops, or training sessions.
  • Bachelor’s degree in a related field such as: Emergency Management Public Administration Homeland Security Urban Planning Environmental Science Public Policy

Nice To Haves

  • Experience designing or facilitating HSEEP exercises.
  • Experience using GIS platforms (ArcGIS, QGIS, or similar mapping tools).
  • Familiarity with emergency management frameworks including: National Incident Management System (NIMS) Incident Command System (ICS) FEMA planning doctrine
  • Experience supporting public and private sector emergency management organizations or critical infrastructure organizations.
  • Certifications such as: Certified Emergency Manager (CEM) Associate Emergency Manager (AEM) Continuity certification (CBCP, MBCI, etc.) Master Exercise Practitioner (MEP) Certified Floodplain Manager (CFM) Certified Information Systems Security Professional (CISSP)

Responsibilities

  • Develop and update Comprehensive Emergency Management Plans (CEMP), Emergency Operations Plans (EOPs) and supporting annexes.
  • Develop Continuity of Operations (COOP) and Business Continuity Plans (BCP).
  • Support development of Emergency Action Plans (EAPs) and crisis management frameworks.
  • Assist clients with development of standard operating procedures (SOPs) and emergency response protocols.
  • Conduct risk assessments, hazard analyses, and capability assessments.
  • Design and facilitate HSEEP-compliant training and exercises, including: Tabletop exercises (TTX) Functional exercises (FE) Full-Scale exercises (FSE) Drills, workshops, seminars
  • Develop exercise materials such as: Situation Manuals (SITMAN) Exercise Plan (EXPLAN) Master Scenario Events Lists (MSEL) Exercise Evaluation Guides (EEGs) Facilitator and Controller/Evaluator Handbooks After-Action Reports and Improvement Plans (AAR/IPs)
  • Deliver preparedness training to client staff and stakeholders.
  • Utilize GIS tools and mapping platforms to support emergency planning and situational awareness.
  • Develop incident maps, hazard maps, and operational visualizations.
  • Support development of situational awareness products and dashboards.
  • Facilitate meetings and workshops with client stakeholders and partner organizations.
  • Provide subject matter expertise on emergency management best practices and regulatory frameworks.
  • Support implementation of preparedness initiatives for public sector agencies and private sector organizations.
  • Assist with development of preparedness program strategies and resilience initiatives.
  • Support project management activities including scheduling, documentation, and deliverable development.
  • Contribute to development of reports, presentations, and client deliverables.
  • Facilitate training for clients to include ICS training.
  • Develop curriculum and training programs.
