About The Position

As a member of the Protective Services Division’s Emergency and Continuity Management Group, you will report to the Emergency and Continuity Management Group Supervisor and serve as an Emergency Preparedness Program Administrator. In this position, you will support the development and execution of emergency management programs designed to prepare the Jet Propulsion Laboratory and its employees to mitigate, respond to, and recover from major emergencies and disasters.

Requirements

  • Typically requires a Bachelor’s degree in a related discipline with a minimum of 3 years of related experience; Master’s degree in similar disciplines with a minimum of 1 year of related experience; or PhD in similar disciplines with a minimum of 0 years related experience.
  • Broad knowledge in one or more of the following areas: corporate/government emergency management, business continuity planning, or continuity of operations; plus, experience applying local, state and federal Emergency Preparedness rules and regulations within that area of knowledge.
  • Knowledge of industry, academic, and/or government laws, regulations, practices and standards across a range of applications related to emergency preparedness, fire/life safety, infrastructure protection, and physical security.
  • Strong working knowledge of National Incident Management System (NIMS); California’s Standardized Emergency Management System (SEMS); and field incident command system (ICS) operations including completion of IS-100, IS-200, IS-700, and IS-800 at a minimum.
  • Experience in the planning and execution of emergency exercises (table-top, functional, and full-scale).
  • Experience presenting to large audiences.
  • Must have the flexibility to change work schedule from 9/80 to 5/40 or vice versa; the readiness to work extended hours during a JPL emergency situation; and a willingness to perform a variety of tasks depending on the operational needs of the Protective Services Division.
  • Proficient in all aspects of Microsoft 365.
  • Must be a U.S. Citizen with the ability to pass a security background investigation for a Top Secret Clearance.

Nice To Haves

  • Knowledge of JPL policies and procedures, NASA policies and procedures, and government regulations across a range of applications.
  • Proven experience in understanding project and business goals, and assessing, analyzing, and prioritizing critical processes; and possess a working knowledge of business continuity and continuity of operations planning and recovery.
  • Experience conducting risk assessments identifying specific threats and vulnerabilities; developing risk mitigation alternatives and recommendations; and developing and implementing Emergency Preparedness and Response Plans.
  • Working knowledge of Emergency Notification Systems (ENS).
  • Experience as administrator or message originator in mass notification or reverse 911 system.
  • Experience with emergency management software tools and systems.
  • Hold Professional Certification as an Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM), and/or a degree in emergency management, and training in Incident Command at the ICS-300 and ICS-400 level.
  • Experience working on or training Community Emergency Response Teams (CERTs).
  • Participation in the response and recovery efforts of an actual disaster event.

Responsibilities

  • Developing and conducting education and training for first responders, managers, and line employees relevant to Emergency Preparedness and Response.
  • Managing volunteer response programs, such as the Building and Floor Warden program, AED Program, and coordinating training programs for employees to include CPR/AED/First Aid and Stop the Bleed.
  • Support the design and implementation of table-top, functional, and full-scale exercises.
  • Perform inventory, inspection, testing, maintenance, and scheduling annual as-needed maintenance and repairs of emergency equipment and supplies.
  • Conduct monthly testing of powered equipment, including generators, periodic inventories of supplies, and scheduling annual and as-needed maintenance and repairs.
  • Assist with drafting, organizing, updating, and maintaining JPL institutional emergency documents, including the Emergency Operations Plan (EOP).
  • Support the readiness of the Management Operations Center (MOC) and the Emergency Operations Center (EOC).
  • Activate and assist in the management of the EOC as the situation dictates and directed by management.
  • Conducting other duties as directed by the Group Supervisor.
  • Research and evaluate regulatory requirements.
  • Recommend streamlined changes.
  • Respond to inquiries regarding regulations and policies.
  • Research and evaluate complex emergency response exercises and Emergency Operations Center activation drills.
  • Review and make recommendations regarding existing Emergency plans and procedures.
  • Support curriculum development and conduct emergency preparedness training for JPL personnel, notably, but not restricted to, Building and Floor Wardens.
  • Assist, as needed, with the practices of JPL’s Continuity Plans (COOP and BCP).
  • Work independently on important assignments and projects with limited supervision, typically receiving only general instructions.
  • Provide direction and mentoring to others within the organization.
  • Exercise discretion and independent judgment in evaluating potential approaches and solutions to new and unusual problems with organization-wide impact and determining appropriate resolutions within the team structure.
  • Exchange and validate comprehensive and analytical information.
  • Interact and contribute as a key team member on significant matters with peers and customers internally and externally to own organization, project, or function.
  • As needed or directed, interact occasionally with industry organizations and outside agency partners.
