About The Position

This role identifies vital critical infrastructure within the State of Wyoming that, if incapacitated or destroyed, would have a debilitating impact on security, economic security, public health, or public safety. The analyst will assist private companies, businesses, and the public sector in developing protection methods to minimize the effects of natural or manmade attacks or disasters. The position engages with the protection of all 16 sectors of Critical Infrastructure, with a particular focus on the Communications Sector. This includes broadcasting, cable, satellite, wireless, and wireline capabilities, as well as the transport networks that support the Internet and other key information systems. The role serves as a member of the Wyoming Cyber Assistance Response Effort (CARE) team, assisting with planning, reviewing, vetting, response, and exercise processes to ensure cyber efforts are coordinated and efficient. Additionally, the position serves as a Critical Infrastructure Analyst and key team member for the Wyoming Information Analysis Team (WIAT) at the Division of Criminal Investigation. This position coordinates closely with federal Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Protective Security Advisor and Cyber Security Advisor, as well as the DHS I&A Intelligence Officer. Basic radio and communications knowledge is expected to support deployments of Homeland Security (HLS) communications equipment. The analyst will also be a backup for testing the FEMA National Radio System (FNARS) located at HLS. Due to the nature of the information, this position requires the ability to qualify for a Secret clearance through the federal Department of Homeland Security.

Requirements

  • Bachelor's Degree
  • 1-2 years of progressive work experience in Emergency Preparedness with acquired knowledge at the level of an Emergency Preparedness Specialist II
  • Ability to qualify for a Secret clearance through the federal Department of Homeland Security.
  • Ability to pass a limited criminal background investigation.

Responsibilities

  • Serves as one of the state's subject matter experts and partner development coordinator in the critical infrastructure space, including public-private partnerships, requiring constant interaction and development of trust with federal, state, and local agencies and private sector owners and operators.
  • Analyzes vulnerabilities, monitors threats, and develops strategies to help mitigate those vulnerabilities and threats from natural disasters, cyberattacks, and physical attacks.
  • Serves as an HLS representative to the WIAT as a Critical Infrastructure Analyst, working closely with state and federal partners to analyze threats to critical infrastructure and provide subject matter expertise in the writing of WIAT products.
  • Serves as a member of the pre- and post-travel briefing team for state employees.
  • Assists with overseeing and coordinating efforts to improve, protect, and manage communications infrastructure within the agency and systems within the state.
  • Collaborates with other federal, state, and local government agencies to develop strategies, policies, and procedures to safeguard critical communications networks.
  • Works with others to coordinate incident response efforts during communication infrastructure disruptions.
  • Helps with the development and maintenance of emergency response and recovery plans relating to communications infrastructure.
  • Ensures that public/private communications networks/systems have resilience and redundancy built in using the PACE (Primary, Alternate, Contingent, Emergency) framework principles.
  • Serves as a member of the CARE team and participates in the planning and response processes for the team.
  • Assists with 24/7 emergency deployment of mobile support and interoperable communications during emergencies, disasters, acts of terrorism, and/or by order of the Governor.
  • Assists with planning, developing, and implementing incident command interoperable communication plans.
  • Travels in and out of state to participate in planning, training, exercises, meetings, seminars, and conferences.
  • Performs other duties as assigned.
  • Serves as a 24/7 Duty Officer for the agency to respond to after-hours incidents (rotation shared with all staff).
