About The Position

The Vehicle and Emergency Preparedness Technician is vital in ensuring the safety of the individuals we support and the team members who assist them. This role is responsible for safe vehicle operations, emergency preparedness protocols, and administrative safety measures aligned with PCL’s mission and values. By coordinating fleet management, overseeing driver safety, and participating in the Safety Committee and Climate Action Team, the technician enhances our organization’s emergency readiness in all operational areas, including offices and warehouses. Organized and detail-oriented, the Vehicle and Emergency Preparedness Technician remains calm under pressure, communicates clearly, and fosters interdepartmental collaboration to ensure the effectiveness of safety systems.

Requirements

  • A high school diploma or GED is required.
  • Minimum of one year of experience in fleet coordination, transportation operations, or a related operational role.
  • Must be at least 18 years of age when starting employment.
  • Must have and show basic computer skills and can learn agency applications.
  • Excellent interpersonal skills.
  • Well-organized and attentive to detail.
  • Cooperative and willing to learn.
  • Ability to interpret various instructions.
  • Enhanced math skills – must be able to accurately balance a budget and basic math transactions.
  • Professional, clear, and positive oral and written communication skills both expressive and receptive.
  • PCL’s Team members must have dependable, reliable, and regular work attendance, and must adhere to attendance policies.
  • Hold a valid Oregon driver's license, meet PCL’s Vehicle Insurance Requirement, and be able to drive to any assigned home or work site location.
  • Working knowledge of basic vehicle systems and safety checks.
  • While this position is not responsible for mechanical repair, it must be able to identify potential safety concerns.
  • Understanding of safe driving principles and risk factors associated with operating larger vehicles, including 12-passenger, wheelchair-accessible vans, and box vans.
  • Must pass required DHS background check and Protective Service Investigations.
  • This position requires a valid driver’s license and to be eligible to drive agency vehicles.

Responsibilities

  • Coordinate agency-wide vehicle assignments in collaboration with department leaders.
  • Maintain accurate vehicle records.
  • Monitor, coordinate, and conduct routine vehicle condition and interior safety checks as part of PCL’s Car Care process.
  • Monitor and coordinate seasonal vehicle needs.
  • Assess vehicle condition and usage trends.
  • Coordinate vehicle modifications and accessibility needs.
  • Provide driver training support, including new-hire driver orientation, one-on-one coaching as needed, and road evaluations.
  • Monitor telematics data.
  • Manage agency vehicle gas cards and PIN assignments.
  • Complete vehicle accident investigations.
  • Coordinate roadside assistance processes.
  • Coordinate documentation and communication regarding traffic violations.
  • Serve as an active member of the Safety Committee, participating in planning, scheduling, and conducting safety reviews across administrative offices and service locations.
  • During emergency or climate-related events, provide operational support as assigned.
  • Support the development, refinement, and implementation of emerging emergency preparedness responsibilities.
  • Demonstrate flexibility and a team-centered approach during emergency or high-impact events.
  • Complete and maintain all certifications as required by the position, PCL, and other governing agencies.
  • Must be able to obtain and maintain certification to a satisfactory level in Oregon Intervention System (training provided if hired).
  • Must be able to obtain and maintain certification in CPR (training provided if hired).
  • Complete all duties related to being a Mandatory Abuse Reporter.
  • New hire orientation and on-site training must be completed within 60 days of hire.
