About The Position

This is administrative, technical, and at times manual work, involving the coordination, conduct and maintenance of a variety of emergency management programs and equipment. Responsibilities include asset management, tool and technology maintenance and utilization, customer service, and programmatic implementation related to emergency management programs.

Requirements

  • Associate's degree in emergency or disaster management.
  • 2 years of full-time experience working for a local or state government emergency management agency may be substituted for the associate degree requirement.
  • 1 year of full-time experience working for a local or state government, in an emergency management, public safety, planning, or contract/project management role.
  • Must possess a valid State of Florida Class ‘E’ driver’s license with a driving record acceptable to the County.
  • Must have successfully completed the following FEMA Emergency Management Institute courses: IS-100, IS-200, IS-700, IS-800, and Professional Development Series.
  • Ability to maintain accurate record keeping and organization skills.
  • Skilled in the proper and efficient use of office equipment and technology.
  • Skilled in the use of Microsoft Office products and Web-based applications.
  • Skilled in making sound, independent judgment decisions.
  • Ability to prepare and make public speaking presentations.
  • Ability to communicate effectively both orally and in writing to groups and individuals.
  • Ability to develop and maintain effective working relationships with diverse stakeholders and community partners.
  • Ability to react calmly and promptly during an emergency or disaster situation.
  • Ability to work for extend hours on a continuous basis, during emergencies or disasters.
  • Ability to see, hear, talk, lift (50 lbs.), carry, push, stand, climb, crouch, balance, handle, fingering, pull, walk, crawl, kneel, and reach.
  • Ability to tolerate heat, inclement weather (rain, cold, humidity), water, odors, dust, poor ventilation, fumes, toxic fumes.
  • Ability to read and comprehend professional journals; manuals and procedures; safety instructions; financial reports; memos, letters, policies, and reports.
  • Ability to perform shop math and general mathematical functions.
  • Ability to write business letters, speeches, summaries, and reports.
  • Ability to speak clearly and concisely relating information, data, and details to laypeople; conversant in theory and practices of discipline; and public/extemporaneous speaking.

Nice To Haves

  • An internship, as part of an emergency management degree program, directly in a state or local emergency management agency may be substituted for the 1-yr full time experience requirement.
  • Flagler County residency is required within 1 year of the date of hire, due to on-call status.

Responsibilities

  • Performs routine office functions including answering telephones, typing, filing, data entry, mail distribution, and composing reports and correspondence.
  • Maintains, inventories, purchases, prepares, and distributes disaster equipment, supplies, and materials, to include the operation of material moving equipment.
  • Maintains, purchases, and operates emergency management electronic, audiovisual, communications and other equipment.
  • Conducts disaster preparedness presentations to the public, business, industry, and non-profit organizations, to include social media outreach.
  • Assists in situational awareness and conducts related briefings.
  • Prepares and maintains operational checklists and operating procedures.
  • Researches, identifies, and maintains data/records regarding hazards and historical disaster background as it relates to the County.
  • In the event of an emergency or crisis situation, must be available for extended periods.
  • Performs other duties as assigned.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.
