About The Position

Lake County Government is seeking an Emergency Management Specialist to join their Emergency Management Agency. This role involves performing moderately complex work related to the coordination of all-hazards emergency management, including planning, mitigation, response, and recovery programs for the County. Requirements

  • Bachelor’s degree or equivalent education and training.
  • Valid Driver’s License with a satisfactory driving record.
  • Completion of ICS 100, 200, 300, 400, 700, and 800 within the first year of hire.
  • Minimum two years of experience in emergency management or emergency services, including operational planning, exercise design, and implementation of training programs is preferred.
  • Requires light work involving standing or walking some of the time, exerting up to 30 pounds of force on a regular basis, and moderate dexterity in operating machinery, tools, supplies, or office equipment.
  • Requires normal visual acuity and field of vision, hearing, and speaking abilities; color perception, sense of taste and smell; depth and texture perception.

  • Highly encouraged to become an Illinois Emergency Management Professional (IPEM) within 3 years of hire.

Responsibilities

  • Assist the Lake County Emergency Management Agency (LCEMA) program in maintaining their Emergency Operation Center (LCEOC), including updating contact lists, testing equipment, and developing procedures.
  • Provide logistics support, such as tracking assets and resources, researching best practices, developing guides, auditing, creating 'go kits', database management, and distributing supplies.
  • Conduct education and outreach to the public and partners about LCEMA activities and general emergency management topics through presentations, community events, and educational documents.
  • Assist in the development and testing of forms and workflows in LCEMA’s common operating picture tool, Veoci.
  • Assist in the implementation and coordination of multi-disciplinary emergency preparedness trainings, exercises, and activities for various stakeholders.
  • Update and maintain the Lake County Emergency Operations Plan (LCEOP) in accordance with Illinois Emergency Management Agency standards, and review municipal EOPs for compliance.
  • Respond to emergency incidents as needed, which may include answering calls, serving in a Command Position within the LCEOC, hosting briefings, assisting with Veoci, damage assessment, or field work.
  • Perform general administrative duties such as digitizing files, updating documents, and handling correspondence.
  • Assist in the preparation of ordinances, proclamations, procedures, and regulations.
  • Participate in Lake County Business Continuity Planning efforts and interact with various community organizations and leaders.
  • Participate in local, State, and Federal Emergency Management organizations to maintain active membership.
  • Act as a countywide liaison for emergency preparedness, answering public inquiries.
  • Ensure compliance with grants, including the Emergency Management Performance Grant (EMPG), and maintain Accreditation.
  • Perform other related duties as assigned.
