About The Position

The Georgetown University Office of Emergency Management (OEM) provides the framework to guide Georgetown University and its stakeholders in preparing for, preventing, mitigating, responding to, and recovering from emergencies and disasters. This position performs a broad range of emergency management functions, including outreach, planning, training, and exercises, and plays a critical role in the University’s response to and recovery from emergencies. The incumbent will function in a backup capacity to senior members of the OEM, including the Director, and must be available 24/7 during emergencies and planned events requiring OEM support. The position is primarily responsible for supporting emergency management activities at Georgetown’s Capitol Campus while also providing support across all University campuses and facilities in Washington, DC. The incumbent will collaborate with a wide variety of internal and external stakeholders, including students, faculty, staff, public safety personnel, government agencies, and community partners, in the performance of their duties. Working under the guidance of the Director of OEM and senior emergency management staff, the incumbent will develop, implement, and evaluate outreach and education programs to enhance preparedness and resilience across the University.

Requirements

  • Bachelor’s degree from an accredited higher education institution plus a minimum of one year of experience in emergency management or a related field
  • Community outreach and education experience
  • Experience developing emergency plans and continuity of operations (COOP) plans
  • Experience designing, implementing, and evaluating preparedness-related training and exercises
  • Familiarity with the National Incident Management System (NIMS), the Incident Command System (ICS), Comprehensive Preparedness Guide (CPG) 101, and the Homeland Security Exercise and Evaluation program (HSEEP)
  • Experience working in an emergency response or emergency operations center setting
  • Excellence in written and oral communication
  • Ability to collaborate with a wide-range of stakeholders, including University leadership, staff, faculty, and students
  • Ability to work under stressful, emotionally charged conditions in a collaborative, fast-paced environment
  • Ability to work with absolute discretion in sensitive situations
  • Ability to work both independently and collaboratively in a constantly changing, fast paced environment
  • Ability to work with external stakeholders from public sector emergency response and emergency management organizations
  • Ability to perform moderate levels of physical activity, such as lifting and moving up to 20 pounds of materials and supplies
  • Ability to stand or sit for long hours
  • Ability to perform significant pedestrian travel around campus and off-campus locations, at times on uneven terrain

Nice To Haves

Responsibilities

  • Developing, revising, and operationalizing emergency plans, including the University Emergency Operations Plan (EOP) and Continuity of Operations (COOP) Plan
  • Developing, implementing, and evaluating emergency preparedness training and exercises
  • Supporting after-action reviews and improvement planning
  • Assisting with emergency communications and maintaining the readiness of the University Emergency Operations Center (EOC)
  • Staffing the EOC during emergencies and planned events
  • Performing other emergency management duties as assigned.
