This is a highly visible, hands-on role responsible for coordinating emergency planning, drills and training exercises, weather response preparedness, and collaboration with campus leadership and external agencies. This is a highly visible and impactful role responsible for leading emergency preparedness, response, and recovery efforts across the university. Reporting within the University Police Department, the Emergency Management Program Specialist plays a critical role in ensuring the safety, continuity, and resilience of campus operations. You’ll take ownership of a comprehensive emergency management program - ranging from planning and training to real-time response coordination and post-incident recovery. Requirements

  • Bachelor’s degree or equivalent combination of education and experience
  • At least two (2) years of experience in emergency management, program administration, public safety, Homeland Security, or a related field
  • Working knowledge of emergency management frameworks, including Incident Command System (ICS) and emergency response planning
  • Familiarity with federal, state, and local regulations related to emergency preparedness and response
  • Strong organizational, communication, and presentation skills
  • Ability to manage multiple priorities and respond effectively in high-pressure, rapidly evolving situations
  • Experience coordinating cross-functional teams and working with stakeholders
  • Demonstrated ability to think strategically while executing detailed operational plans

Nice To Haves

  • Experience in a higher education or law enforcement environment
  • Certifications such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or Texas Emergency Manager (TEM), or ability to obtain within two years
  • Training through FEMA Emergency Management Institute or Texas Division of Emergency Management programs

Responsibilities

  • Leading the development and execution of campus-wide emergency management programs, including preparedness, response, mitigation, and recovery initiatives
  • Designing and maintaining emergency response plans, business continuity plans, and Incident Command System (ICS) protocols
  • Coordinating Emergency Operations Center (EOC) activities, serving as a key leader during emergency activations
  • Partnering with internal departments and external agencies (including Homeland Security and Emergency Management) to align response strategies and compliance efforts
  • Developing and delivering training programs, tabletop exercises, and disaster simulations for campus stakeholders
  • Managing emergency communication and notification systems to ensure timely and accurate information dissemination
  • Conducting post-incident after-action reviews and implementing continuous improvement strategies
  • Monitoring program effectiveness, ensuring regulatory compliance, and recommending enhancements to strengthen readiness
  • Supporting budget planning and resource allocation for emergency management initiatives
  • Building strong relationships with community leaders and stakeholders to enhance regional preparedness and coordination
