About The Position

Under the direction of the Senior Director of Emergency Management, this position supports the development, implementation, maintenance, and continuous improvement of Arizona State University's comprehensive emergency management and continuity programs using an all-hazards approach. The position coordinates preparedness exercises, after-action improvement planning, continuity planning, emergency operations support, and stakeholder engagement across ASU's domestic and international operations. Strong written and verbal communication skills, project management capabilities, and the ability to facilitate collaboration among stakeholders are essential.

Requirements

  • Bachelor's degree and three (3) years of experience appropriate to the area of assignment/field; OR, Any equivalent combination of experience and/or training from which comparable knowledge, skills and abilities have been achieved.

  • Extensive knowledge of federal, state, and local requirements and guidance that pertain to emergency planning and disaster recovery.
  • Ability to work independently and with minimal supervision.
  • Detail-oriented, creative thinker with the ability to strategize and solve complex problems.
  • Superior judgment skills and ability to make important decisions in high-pressure situations.
  • Employee must possess a valid US Driver’s license of the appropriate class and required endorsements throughout employment.

  • Two or more years of professional experience supporting emergency management, continuity planning, preparedness programs, exercises, training, incident management, or related functions.
  • Experience designing, facilitating, and evaluating emergency management exercises using HSEEP methodology.
  • Experience developing After-Action Reports, Improvement Plans, corrective action programs, or performance metrics.
  • Experience supporting Continuity of Operations (COOP) planning and business continuity initiatives.
  • Experience working in an Emergency Operations Center or Incident Management Team environment.
  • Knowledge of NIMS, ICS, HSEEP, EMAP, FEMA preparedness doctrine, and higher education emergency management practices.
  • Professional certifications such as AEM, CEM, CBCP, MBCP, or related credentials preferred.
  • Strong project management, facilitation, data analysis, and stakeholder engagement skills.
  • Required completion within 6 months of hire; FEMA ICS trainings 100, 200, 700, 800, as well as IS-363: Introduction to Incident Command for Higher Education.
  • Completion of FEMA Professional Series a plus.

Responsibilities

  • Support development, implementation, maintenance, and evaluation of emergency management, business continuity, preparedness, response, recovery, mitigation, and resilience programs consistent with National Incident Management System (NIMS), Incident Command System (ICS), and Emergency Management Accreditation Program (EMAP) standards.
  • Lead the planning, coordination, facilitation, and evaluation of discussion-based and operations-based exercises, including tabletop, functional, and full-scale exercises.
  • Develop After-Action Reports (AARs), Improvement Plans (IPs), and corrective action tracking processes to ensure continuous program improvement.
  • Support enterprise Continuity of Operations (COOP) planning efforts, including plan development, stakeholder engagement, training, validation exercises, audits, and maintenance activities.
  • Support Emergency Operations Center (EOC) readiness, including development of procedures, position-specific checklists, resource management, documentation, and activation support during emergencies and planned events.
  • Assist in development and maintenance of emergency operations plans, annexes, incident response guides, emergency action plans, and other preparedness documentation.
  • Coordinate training programs for Incident Management Team members, departmental stakeholders, and other university personnel.
  • Maintain emergency management training records and support compliance with applicable NIMS training requirements.
  • Conduct hazard and vulnerability assessments, operational assessments, and preparedness reviews to identify risks and recommend mitigation strategies.
  • Provide consultation and technical assistance to university departments regarding emergency preparedness, continuity planning, crisis management, special event planning, and emergency response procedures.
  • Develop and deliver presentations, workshops, exercises, and educational outreach initiatives to increase preparedness awareness throughout the university community.
  • Assist with preparedness planning and operational support for major university events, special events, international programs, and other high-profile activities.
  • Support collection, analysis, and reporting of emergency management performance metrics, corrective actions, program accomplishments, and accreditation readiness activities.
  • Serve as liaison with internal and external stakeholders including public safety agencies, emergency management organizations, healthcare partners, government agencies, and educational institutions.
  • Participate in emergency response and recovery operations and serve in the EOC, Incident Command Post, or other assigned emergency management functions as required.
  • Provide after-hours support during emergencies, incidents, exercises, and special events.
  • Travel may be required.
  • Perform other duties as assigned.
