About The Position

This position works directly with staff, faculty, and students to develop, implement, manage, and continually improve programs that enhance the university's ability to limit the impacts of natural, human- caused, and technological hazards on the campus community, respond to emergencies, effectively manage incidents, and systematically restore the campus to full operation following any adverse event. Planning, coordinating, maintaining, and updating the Duke University (Duke) Emergency Management Plan, including internal and external event responses. Provide necessary project management and support for all emergency preparedness sub-committee agenda items as needed.

Requirements

  • Work requires a Bachelor's Degree.
  • Work requires four years of experience in healthcare management, disaster management, or project administration.
  • Experience in leading teams is required.
  • Experience with mass notification platforms such as Rave, Everbridge or Alertus.
  • Experience with Crisis communications, virtual EOC platforms such as WebEOC or Veoci, training, or project management required.
  • A valid Driver's license is required.
  • Certifications in Emergency Management from FEMA, NEMA, or related agencies are required within 6 months of hire (ICS 100, 200, 300, 400, 700, & 800).

Nice To Haves

  • A Master's Degree preferred.
  • Prior training, certification and experience in the following areas strongly preferred: emergency planning and management, emergency department, emergency medical services and/or fire services, risk management, hazardous materials management

Responsibilities

  • Develop and maintain the Duke Emergency Management Plan, ensure that the plan is maintained and up-to-date.
  • Orchestrate the execution of campus-wide Emergency Preparedness Drills. Convene an interdepartmental critique of each drill and record recommendations and lessons learned. Develop other more specific and frequent drills as deemed necessary by the committee or the sub- committees.
  • Participate with internal and external task forces, committees, and agencies regarding emergency preparedness, including those at the hospital, local, regional, and state levels.
  • Investigate, research, and make recommendations regarding best practices with respect to emergency preparedness.
  • Assists with coordinating daily emergency management functions for the department, including maintaining all campus Emergency Operations Centers and associated equipment and resources in a state of readiness for response and recovery efforts. Responsible for performing duties as assigned as a part of the emergency management on-call rotation schedule.
  • Responsible for potentially activating the University's alert/notification systems and service in assigned command-staff leadership roles within the University's organizational structure during an emergency. The key element of the Duke Emergency Management Plan includes supporting the following responsibility areas: Security and Safety, Communications, Training, Operations, Logistics, Planning, Finance, and Operations.
  • Provide project management support for those committees responsible for developing specific needs associated with various emergency scenarios for external events (trauma, bio-terrorism, chemical, nuclear), and internal events (fire, weather, damaged utilities, etc.).
  • Participate in the emergency preparedness committee and other related sub-committee meetings; contribute ideas and monitor the planning process.
  • Develop project plans and timelines for accomplishing outstanding tasks. Identify inconsistencies among plans and propose corrective measures.
  • Identify systems and operational problems and propose solutions. Work to build consensus when departmental response plans diverge.
  • Collect, review, and provide edit support to managers for all departmental plans, and ensure that the plans are cohesive and comprehensive. Ensure that accepted recommendations from incident critiques and/or ad hoc task forces are included in updated versions of departmental plans, recommend revisions as necessary, submit to administration for approval prior to publication, and publish interim updates of the plan as needed.
  • Ensure that the Emergency Management Call Lists are up to date and functional, conduct quarterly reviews and verification of hospital call lists, and publish updates.
  • Responsible for managing the website, social media initiatives, and graphic design for the Department and developing communication templates and products (both printed and digital) for university-wide public safety programs.
  • Responsible for coordinating and summarizing all capital and significant operational requests to support emergency preparedness. Present summary requests to the Emergency Management Director and Executive Director and steering committee for review and approval.
  • Work with local experts to ensure that emergency preparedness equipment and supplies are available and in good working order. Assists in the coordination of recommending purchase of supplies/equipment as necessary.
  • Assist with designing, coordinating, and evaluating emergency preparedness exercises and education programs.
  • Perform other related duties incidental to the work described herein.
