About The Position

This position coordinates a variety of highly complex assignments within Weld County. The position requires a primary skill set in the use of information technology, emergency management principles, public speaking and community outreach, training and exercise development, organizational administration, disaster / recovery planning and project management. To perform this job successfully an individual must be able to carry out each essential duty satisfactorily.

Requirements

  • Bachelor's Degree Emergency Management and 5 years in emergency management. OR Associate's Degree Emergency Management and 7 years in Emergency Management or Public safety field
  • 5 years work experience in Emergency Management / Preparedness field or any equivalent combination of education and experience in emergency management; including strategic planning for disasters and other risks to the community, training and exercise development.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram and schedule form.
  • Proficient in Microsoft Office Programs.
  • Ability to effectively communicate (verbal and written) with the public and personnel from all levels of local, state and federal jurisdictions is needed.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations and statutes.
  • The ability to effectively present information and respond to questions from groups of managers or the general public.
  • Ability to work under stressful conditions and long hours, nights and weekends.
  • A full understanding of the Emergency Planning Process and Emergency Plan development.
  • Experience with the incident command system (ICS) and the National Incident Management System (NIMS).
  • Candidate must pass criminal background check prior to employment start date.
  • Colorado Drivers License Upon Hire Required
  • State Qualified ICS Instructor Upon Hire Required
  • Driving is essential in this position. Candidate must have a valid Driver’s License and Liability Insurance Upon Hire Required
  • Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring and random drug screens throughout employment. Upon Hire Required
  • Pre-employment substance screening is required for this position. This position is subject to a pre-employment drug screening. Employment is contingent upon successfully passing the screening in accordance with Weld County policy.

Responsibilities

  • Community Preparedness Planning
  • Work with local communities to help them plan and prepare for disasters.
  • Create working groups to support hazard mitigation and disaster planning.
  • Coordinate planning efforts for communities to complete FEMA Hazard Mitigation planning efforts.
  • Work with communities to develop and maintain a preparedness baseline for preparedness.
  • The ability to teach the Incident Command System courses and Preparedness classes, Certified State ,FEMA, or DHS instructor.
  • Lead the planning for the Weld Integrated Preparedness Plan process and develop a multi-year Integrated Preparedness Plan.
  • Coordinate the "Whole Community Group" for Weld County. This includes planning for Access and Functional Needs coordination and gap analysis.
  • Have a clear understanding of the EPCRA Community Right-to-Know Act and the planning aspects that encompass the program.
  • Training and Exercise
  • Coordinate with local communities to support preparedness training courses to community leaders and citizens
  • Coordinate and /or instruct training classes for the increased capability of preparedness, prevention, response, mitigation and recovery for Weld County
  • Work with the EM Specialist to support severe weather training and Weather Spotter Training course with the National Weather Service.
  • Work with and support County Departments, Agencies, private sector partners and NGOs on the development of exercises.
  • Coordinate the Integrated Preparedness Plan for Weld County, this includes coordinating with all response agencies, NGO’s and Private sector organization.
  • Maintain State instructor qualifications for ICS and Preparedness level courses.
  • All-Hazard Awareness Presentations
  • Coordinate with local communities and organization to conduct presentations on Hazards and Risks in their area.
  • Provide information on Natural and Manmade hazards specific to their area based on the Current Hazard Mitigation Plan.
  • Develop, in coordination with local officials and the Sr. EM Coordinator, preparedness flyers on Tier II facilities and risks associated with them.
  • Identifying safety measures based on the chemical inventories.
  • Community Events and Volunteer Programs
  • Participate in community events, setup booths at events and provide preparedness materials to citizens at the events
  • Participate in Large County Planned Events, to include the review of required permits, development of Incident Action Plans and safety plans.
  • Coordinate with Local communities on the registration of volunteers with member of the Whole Community Group, connect volunteers with member organizations.
  • Provide information to communities on volunteer management training, volunteer registration and volunteer organizations.
  • Daily Operation and EOC
  • Coordinate with OEM Staff on daily incidents.
  • Serve as the Logistic Section Lead and Resource Mobilization Planning.
  • Coordinate the Damage Assessment Team for Weld County.
  • Participate in local and regional emergency management meetings.
  • Participate in rotating on-call schedule for OEM.
