Emergency Management Analyst
About The Position
We are seeking an experienced Senior Emergency Management & Preparedness Analyst to support a large public-sector organization in Southern California. This position will focus on emergency preparedness, interagency outreach, mutual aid coordination, and the development and execution of emergency response exercises. The successful candidate will work closely with internal stakeholders, government agencies, emergency-management partners, and other external organizations to strengthen preparedness and response capabilities. This is an excellent opportunity for an emergency-management professional with significant experience in the government or public-sector environment, particularly someone who has developed and facilitated tabletop, functional, and full-scale emergency exercises.
Requirements
- Bachelor's degree from an accredited college or university in Emergency Management, Public Administration, Public Policy, Political Science, Public Management, or a closely related field.
- Minimum 6 years of relevant professional experience, including significant experience in emergency preparedness, outreach, training, or emergency exercise development.
- At least 3 years of professional experience in government emergency management.
- Demonstrated experience developing, coordinating, or facilitating emergency exercises.
- Experience with tabletop exercises, functional exercises, and/or full-scale emergency exercises.
- Knowledge of Emergency Operations Center and Incident Command System environments.
- Experience conducting outreach, training, and coordination with government agencies or other public-sector stakeholders.
- Completion of FEMA/NIMS courses IS-100, IS-200, IS-700, and IS-800.
- Valid California Class C driver's license and ability to travel regularly throughout Southern California.
- Strong written and verbal communication, organization, facilitation, and stakeholder-management skills.
- Must be authorized to work in the United States without current or future employer-sponsored work authorization.
Nice To Haves
- Master's degree in Emergency Management, Public Administration, Public Policy, Public Management, or a related discipline.
- Emergency-management experience within a utility, infrastructure, water, energy, or other critical-infrastructure environment.
- Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or comparable professional emergency-management certification.
- Completion of ICS-300 and ICS-400.
- Experience developing EOC and ICP exercises.
- Experience with Disaster Emergency Evacuation Preparedness exercises or comparable evacuation-preparedness programs.
- Experience coordinating emergency preparedness across multiple government agencies or external partner organizations.
- Knowledge of public-sector business practices, project management, budgeting, contracts, regulations, and administrative processes.
Responsibilities
- Establish and maintain pre-disaster emergency-response partnerships with local, county, state, federal, and other public-sector agencies.
- Conduct outreach and coordinate preparedness activities with external emergency-management partners.
- Maintain and strengthen mutual aid and mutual assistance relationships to support effective communication before, during, and after emergency events.
- Design, develop, coordinate, and facilitate emergency-response exercises for Emergency Operations Centers (EOC) and Incident Command Posts (ICP).
- Develop realistic emergency scenarios designed to evaluate response plans, procedures, resources, communications, and personnel readiness.
- Coordinate tabletop, functional, and full-scale emergency exercises involving internal staff and outside agencies.
- Support Disaster Emergency Evacuation Preparedness activities and related drills.
- Coordinate recurring emergency-preparedness activities and training for employees.
- Assist with emergency-management documentation, program analysis, project coordination, and administrative requirements.
- Travel to facilities throughout Southern California to support preparedness, training, exercises, and coordination activities
