About The Position

Community Services for Children, Inc. (CSC) is seeking a highly motivated, skilled professional with strong leadership skills for a rewarding career as an Early Learning Resource Centers (ELRC) Family Services Manager. This is a key position in the ELRC program to ensure services are provided to families seeking early learning information. As a proponent of improving access to early childhood services, the manager ensures a streamlined, efficient, and customer-friendly system of referrals and program assistance.

Requirements

  • Bachelor’s degree in social work, business, human services, or related field.
  • Three to five years of experience in program leadership – with demonstrated competence in supervision and coaching of staff.
  • Experience with regulatory compliance, as well as proven computer skills to utilize data management systems.
  • Demonstrated organizational ability with experience managing multiple priorities while maintaining attention to detail.
  • Strong interpersonal and communication skills and ability to work in a partnership approach with individuals with varying economic, educational, and cultural backgrounds.
  • Valid driver’s license and full-time use of car is required for the position.

Responsibilities

  • Ensure the ELRC Family Services component functions as a primary resource for families with young children - providing information, referrals, resources, and support to promote child success.
  • Manage daily operations of Family Services including needs assessments, Child Care Works (CCW) eligibility determinations, case management, and regulatory compliance.
  • Promote a welcoming, customer-focused service approach for families seeking early learning resources, ensuring responsive communication and follow-ups.
  • Lead and support a team of Family Specialists, contributing to their development through coaching, comprehensive program training, and individual supervisory conferences.
  • Manage CCW processes using PA Pelican and agency data systems, ensuring accurate reporting and performance tracking.
  • Monitor program performance, analyze data, and implement continuous quality improvements.
  • Collaborate with ELRC Management team and community partners to strengthen and expand access to services for children and families.
