About The Position

Community Services for Children, Inc. (CSC) is seeking a highly motivated, skilled professional with strong leadership skills for a rewarding career as an Early Learning Resource Centers (ELRC) Family Services Manager. This is a key position in the ELRC program to ensure services are provided to families seeking early learning information. As a proponent of improving access to early childhood services, the manager ensures a streamlined, efficient, and customer-friendly system of referrals and program assistance. Requirements

Bachelor’s degree in social work, business, human services, or related field.
Three to five years of experience in program leadership – with demonstrated competence in supervision and coaching of staff.
Experience with regulatory compliance, as well as proven computer skills to utilize data management systems.
Demonstrated organizational ability with experience managing multiple priorities while maintaining attention to detail.
Strong interpersonal and communication skills and ability to work in a partnership approach with individuals with varying economic, educational, and cultural backgrounds.
Valid driver’s license and full-time use of car is required for the position.

Responsibilities

Ensure the ELRC Family Services component functions as a primary resource for families with young children - providing information, referrals, resources, and support to promote child success.
Manage daily operations of Family Services including needs assessments, Child Care Works (CCW) eligibility determinations, case management, and regulatory compliance.
Promote a welcoming, customer-focused service approach for families seeking early learning resources, ensuring responsive communication and follow-ups.
Lead and support a team of Family Specialists, contributing to their development through coaching, comprehensive program training, and individual supervisory conferences.
Manage CCW processes using PA Pelican and agency data systems, ensuring accurate reporting and performance tracking.
Monitor program performance, analyze data, and implement continuous quality improvements.
Collaborate with ELRC Management team and community partners to strengthen and expand access to services for children and families.
