About The Position

The Oregon Department of Human Services (ODHS) is seeking talented individuals to join their Oregon Eligibility Partnership (OEP) Portland team. This role involves interviewing applicants to determine eligibility for programs and services through a trauma-informed lens, serving Oregon's most vulnerable community members. The position is based in the East Branch - Portland office on NE Glisan Street, assisting community members in person. Of the three positions available, one requires English/Spanish bilingual skills and may receive a 5% differential pay upon passing proficiency tests. The OEP program determines eligibility for medical, food, cash, and childcare benefits using the ONE eligibility system, focusing on equity of services and a person-centered approach.

Requirements

  • One (1) year of experience working at the Human Services Specialist 1 level for the State of Oregon; OR
  • Two (2) years of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines; OR
  • An associate degree in a Behavioral Science, Social Science or a closely related field AND six (6) months of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines; OR
  • An equivalent combination of education, training, and experience relative to the class concept.
  • Experience providing services with respect and compassion for community members who have historically been marginalized, underserved, or disadvantaged.
  • Experience using time management and prioritization skills to meet deadlines in a fast-paced business environment.
  • Experience recognizing symptoms and behaviors that originate from adapting to trauma and using trauma informed de-escalation tactics to minimize re-traumatization.
  • Experience organizing resources for quick access and recall, referencing the most up-to-date information and processes in a continually changing environment.
  • Experience developing collaborative relationships with colleagues that foster trust, inclusivity, and flexibility.
  • A cover letter is required.
  • Must pass test(s) evaluating proficiency in English/Spanish for the bilingual position.
  • Must complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States within three days of hire.
  • May require a valid driver’s license or other acceptable method of transportation.

Responsibilities

  • Interview applicants in-person and by phone to gather and assess information for benefits such as Supplemental Nutrition Assistance Program (SNAP), Long Term Care (LTC) services, Temporary Assistance to Needy Families (TANF), Employment Related Day Care (ERDC), and various Medicaid (Health insurance) programs.
  • Perform eligibility determinations, redeterminations, and periodic reviews.
  • Assist customers in-person and over the phone who are receiving or applying for benefits.
  • Communicate eligibility decisions to applicants.
  • Provide person-centered services with a trauma-informed approach to identify needs.
  • Be responsible for accurate and timely eligibility determinations.
  • Create a work environment where everyone feels welcomed, appreciated and valued.
  • Participate in professional development opportunities and ongoing education of cultural awareness.
