Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill a Supervisor position within the Family Resources and Eligibility Services (FRES) Department Eligibility Operations Integrity Support Services (ISS). Open to internal and external candidates ISS Supervisor Performs highly complex administrative and supervisory work. Supervises a unit of Eligibility Advisor IVs and Vs responsible for determining potential fraud for Temporary Assistance for Needy Families (TANF), Food Stamps (SNAP) and Medicaid Programs. Assigns, prioritizes, and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Sixty (60) semester hours from an accredited college or university required.
  • Relevant customer service experience may be substituted for education.
  • A minimum of three (3) years' experience as a Eligibility Advisor III or above (EA III) within the last 4 years is required.
  • Current experience in SNAP, Medicaid, or Medicaid for the Elderly and People with Disabilities (MEPD) policy and procedures is required.
  • Experience working in a professional customer service environment required.
  • Experience planning, organizing, and monitoring production work required.
  • Experience which demonstrates skill in communicating verbally and in writing required.
  • Experience in making decisions required.
  • Experience performing multiple tasks in a timely manner required.
  • Application indicates the willingness to work beyond normal work hours of 8AM-5PM as needed/required.
  • Experience using computer software such as Microsoft Word, Excel, and Outlook required.
  • Experience leading, mentoring, or motivating staff with varied skill levels and experience required.
  • Application indicates the willingness to travel 30% of the time required.

Nice To Haves

  • Degree from an accredited college or university preferred.
  • Current TIERS and Eligibility Workload Management System (EWMS) experience is preferred.
  • Prior supervisory or leadership experience preferred.

Responsibilities

  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisal.
  • Prepares management reports, analyzes information to keep management informed, and responds to issues.
  • Provides effective leadership, management, and oversight of assigned staff which may include advisor case analyst and/or clerical staff.
  • Plans, organizes, prioritize, coordinates and monitors service delivery in assigned area to ensure effective and efficient program operations.
  • May be responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave.
  • Holds regular team meetings.
  • Interprets policies, procedures, rules, regulations, or standards to others (for example, staff, applicants, clients, providers, vendors, the public, and public officials). Interprets complex federal and state statutes, regulations, and guidance.
  • Under limited supervision, examines individual SNAP, TANF, CHIP and Medicaid cases to identify potential fraudulent or erroneous cases.
  • Analyzes and effectively redistributes the workload to have a positive impact of timeliness, accuracy, and meeting program goals and expectations.
  • Develops and maintains working relationships with others (for example, agency staff or representatives of community resources, other state agencies or the public).
