About The Position

SUMMARY: The Eligibility Specialist will work on assignment for the Early Learning Resource Center (ELRC) program of the Chester County Intermediate Unit (CCIU). The Eligibility Specialist will be responsible for providing a variety of services that include but are not limited to: telephone eligibility screenings, providing resources about quality early care and education, determining initial and ongoing eligibility, maintaining a caseload of approximately 250-275, utilizing prescribed state software systems for caseload management and document storage, performing routine community outreach and supporting the childcare provider community. Location: CCIU, 405 Boot Road, Downingtown, PA Schedule: 8:30am - 4:30pm or 9:00am - 5:00pm (7.5 paid hours per day) Full-time 12 month position, generous PTO accrual Compensation: $29 per hour or $30 per hour for bilingual English / Spanish language skills

Requirements

  • Minimum High School Diploma
  • Experience with Data Systems, Word and EXCEL
  • PA Criminal Clearance
  • PA Child Abuse Clearance
  • PDE FBI Clearance
  • TB screening - current within 3 months
  • Education Documentation - Official Transcripts

Nice To Haves

  • 2 years post secondary education or higher - preferred
  • Knowledge of and or experience in the Department of Welfare or child care programming - preferred

Responsibilities

  • Assess the needs of low- income working families as well as families who are receiving cash and food stamp benefits from the County Assistance Office (CAO) towards independence from TANF and SNAP benefits
  • Assist clients with identifying and accessing quality early care and education programs
  • Providing resource and referral services to support the needs of children and families, regardless of subsidy eligibility status
  • Provide resources and subsidy assistance to eligible families within Office of Child Development and Early learning (OCDEL) policies and regulations (PA Code 3041- Subsidized Childcare).
  • Utilize state prescribed software in order to create, assess, and maintain client files and records for the Early Learning Resource Center (ELRC) and Office of Child Development and Early Learning (OCDEL)
  • Responsible to maintain assigned caseload and to determine what child care services would be beneficial for the family
  • Assist with client appeals including pre-hearing conference, consultation and appeal resolution prior to: or in lieu of, a hearing with Bureau of Hearings and Appeals (BHA)
  • Complete forms and gather documentation in order to refer cases of suspected fraud, waste and abuse to the Office of the State Inspector General (OSIG).
  • Participate in OCDEL facilitated trainings as required.
  • Good customer service skills and telephone etiquette is essential
  • Attend meetings and supervision as required
  • Other duties as required
