About The Position

This is a professional position responsible for determining eligibility for individuals applying for APD services. This work requires applying logic or scientific understanding, skill in analyzing and interpreting data and information to formulate decisions of eligibility for APD services. This position will also determine appropriate level of care for waiver participation and other duties as assigned related to application, intake, and eligibility.

Requirements

  • Bachelor’s degree from an accredited college or university and two years of professional experience in developmental disabilities, special education, mental health, counseling, guidance, social welfare, or health and rehabilitative services.
  • A master's degree in a related field can substitute for one year of the required experience.
  • Incumbent may be expected to work during emergency situations or natural disasters.
  • Valid Driver’s License or other efficient means of transportation to travel for work purposes.
  • 42 CFR §440.150 Intermediate care facility (ICF/IID) services.
  • Knowledge of QSI protocol: its purpose, ability to score and interpret QSI items correctly.
  • Knowledge of Person-centered process used in conducting interviews for the QSI.
  • Knowledge of APD processes and procedures, including i-Budget/ Waiver and pre-enrollment.
  • Ability to use computer-based systems, including the APD intranet: iConnect, SharePoint, Microsoft Office, Microsoft Teams, and Excel spreadsheets.
  • Ability to communicate effectively in face-to-face, electronic, and written formats.
  • Ability to establish and maintain effective working relationships with persons, families, providers, and staff within the region and statewide.
  • Ability to prepare reports.
  • Ability to manage, organize, analyze, and monitor data related to the QSI.
  • Ability to administer APD approved functional needs assessments.
  • Ability to travel for work purposes.

Responsibilities

  • Review applications to determine eligibility for APD services in accordance with Chapter 393, Florida Statutes and applicable Rules 65G-4.014-4.017, Florida Administrative Codes.
  • Determine level of care for participation in Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) and the iBudget Home and Community-Based Services Waiver as defined in 42 CFR §440.150.
  • If upon review of the application it is determined that further testing is necessary to make an eligibility determination, refer the case to one of the agency’s psychological vendors for scheduling and testing.
  • Ensure vendor requests are processed timely and ensure that vendor invoices are submitted on time to the region for timely payment.
  • Upload all new documents received during the review process, as needed, and notify the Intake Coordinator of findings for all determinations.
  • Update the applicant/client record in APD iConnect to reflect the correct eligibility determination in accordance with policies and procedures ensuring timeframes and steps are completed accurately.
  • Complete the initial Home and Community-Based Services Waiver Eligibility Worksheet for all eligible clients to reflect their Level of Care for waiver participation.
  • Serves as the agency’s expert witness on all eligibility determination Administrative Hearings that are requested.
  • Provides in-service training to the contracted providers for APD, Judges, Public Defenders, State Attorneys, Mental Health Courts, etc.
  • Participate in Department of Children and Families (DCF) interagency staffing/meetings and provide guidance related to the eligibility criteria for APD services.
  • Participate and provide trainings in agency and community groups regarding APD services, resources, and community service access.
  • Performs other duties as assigned.
  • May be expected to work during emergency situations or natural disasters.
