About The Position

This position is responsible for managing the Electronic Resources and Access (ER&A) Team within Collections Services. The role involves hiring, coordinating, training, and evaluating the ER&A Team to ensure efficient provisioning of electronic resources (ER) services. The manager will investigate and resolve complex problems, handle escalated issues, and initiate investigations for incidents flagged by ER providers. Collaboration with librarians in Collections Services regarding ER acquisitions and renewals is key. The position also manages ER&A staff workflows and processes to support UBC Library’s ER access operations and services. In conjunction with the ER Licensing Specialist, this role manages a sustainable licensing infrastructure, adhering to University Counsel directives and best practices in ER Licensing. Responsibilities include ER license interpretation, tracking, management, and digital accessibility review to ensure compliance with permitted uses and accessibility best practices. The role functions as an ER services consultant across the Library, providing training and assistance, and plays a strategic and operational role in access, discovery, and management infrastructure updates.

Requirements

Responsibilities

  • Manage the access, discovery, problem solving, management and related services associated with the Library’s electronic collections.
  • Manage the ER&A staff ensuring all Library acquired electronic resources are accessible and discoverable.
  • Lead the implementation, maintenance and updating of the Library’s ER access, discovery and management tools, including Knowledgebases, Summon, OpenAthens, Usage statistics, and Serial Solutions.
  • Assign and distribute work, establish priorities, and adjust workflows to maintain acceptable service levels and meet deadlines.
  • Oversee the work performance of the EResources & Access Team and handle escalated issues.
  • Recruit, hire, train, and conduct performance reviews and develop training plans for ER&A staff.
  • Ensure compliance with CUPE 2950 collective agreement and liaise with Library Human Resources.
  • Lead new vendor/publisher license review and negotiation processes, or amendments to current licenses, to improve permitted uses, comply with University Counsel policy, provincial legislation on privacy, and align with current academic licensing standards.
  • Act as a functional expert for all areas of the Library’s ER services: tracking management, access, discovery, and problem solving.
  • Participate in the development, implementation, and maintenance of Licensing services that support accessibility in collaboration with UBC Library colleagues.
  • Communicate with ER vendors to ensure optimum performance and compliance with Library negotiated access agreements and licenses.
  • Assist UBC IT Security, Library IT Management, and ER Providers in investigating and resolving security concerns.
  • Participate in the testing and implementation of local and third-party platforms.
  • Serve on and report to appropriate Committees and Working Groups.
  • Communicate with the Library’s third-party discovery/ERM provider to problem-solve, explore system updates, and make recommendations on system changes.
  • Develop training manuals and documentation for system-wide policies, and deliver workshops and presentations for Library staff and patrons.
  • Develop and evaluate system-wide ongoing training programs for ER management tools (e.g., discovery tools, resource knowledgebases, OpenURL link resolvers, ERMs, proxy configuration tools).
  • Perform other duties related to the qualifications and requirement of the job.
