About The Position

Specialty Systems, Inc. has an opening for an Electrical Engineering Technician with the below described skills and experience to join our team of technical professionals supporting our Department of Defense customer at Joint Base MDL. In this position, you will support the acquisition and lifecycle management of calibration standards, electronic test equipment, instrumentation, tools, and precision measurement systems used in support of Navy mission systems. Ideal candidates will have a practical electrical/electronics background, strong research and documentation skills, and the ability to work both independently and within a team environment. This is primarily a desk-based technical acquisition support position and is not an electrical design, hardware development, or hands-on maintenance role. The successful candidate will apply a practical understanding of electrical and electronic equipment to interpret technical specifications, research Commercial Off-the-Shelf (COTS) products, evaluate commercially available equipment against defined requirements, and develop the technical and business documentation needed to support Government procurements. The position requires an individual who is comfortable working across technical and acquisition functions, including coordinating with subject matter experts and vendors, tracking procurement actions, and preparing clear PowerPoint briefings that communicate procurement status, alternatives, issues, and next actions. This position is particularly well suited for an experienced electronics or MetCal technician, engineering technologist, or junior electrical engineer who enjoys technical research, analysis, documentation, organization, and seeing acquisition actions through completion. This position is located at our customer site at Joint Base MDL. In this position, you will work our customer’s Compressed Work Schedule which consists of working four 9-hour days (M-Th) and an 8-hour day (F) for the first week of a cycle followed by four 9-hour days (M-Th) and being off on the second Friday for the second week of a cycle. This results in a 3-day weekend every other week!

Requirements

  • Bachelor’s degree in Electrical Engineering, Electrical Engineering Technology, Electronics Engineering Technology, or a related technical discipline with 0-3 years of relevant experience; OR an Associate degree, technical school diploma, or military electronics training with 3 or more years of relevant electronics, instrumentation, calibration, test equipment, maintenance, manufacturing, or technical support experience. An equivalent combination of technical education, training, and directly relevant experience may be considered.
  • Must have a Secret level or higher clearance or be able to obtain a Secret Clearance.
  • Ability to read and understand electrical/electronic technical specifications, engineering documentation, and equipment data sheets and determine whether commercially available products meet defined requirements.
  • Strong written and verbal communication, organization, attention to detail, and follow-through skills.
  • Working knowledge of electronic test and measurement equipment, instrumentation, calibration standards, electrical/electronic systems, or related technical equipment.
  • Ability and willingness to perform detailed technical market research and evaluate COTS products against defined technical requirements.
  • Proficiency with Microsoft Office, with particular emphasis on PowerPoint for management/customer briefings, Excel for technical and cost comparisons, and Word for procurement documentation.
  • Individuals should be self-starters who are dependable, organized, and able to manage recurring acquisition activities and multiple procurement actions with limited supervision.
  • Must be able to work collaboratively within a multi-disciplinary Government and contractor team and have an interest in a long-term technical support role focused on equipment research, acquisition, documentation, and lifecycle support rather than electrical design or hardware development.

Nice To Haves

  • Experience preparing or supporting technical reports, procurement packages, technical comparison matrices, acquisition documentation, or similar documentation-intensive work is preferred.
  • Experience with Government or DoD acquisition processes, including SOWs, CDRLs, DIDs, IGCEs, SAP procurements, or IDIQ vehicles, is preferred.
  • Experience with MetCal, calibration laboratories, RF/Microwave systems, instrumentation, electronic maintenance, production testing, or military electronics is preferred.

Responsibilities

  • Technical Acquisition & COTS Market Research.
  • Review technical requirements and specifications and translate them into practical criteria for acquiring commercially available equipment, instrumentation, tools, calibration standards, and test systems.
  • Conduct detailed COTS market research using manufacturer literature, data sheets, manuals, vendor information, and other technical sources to identify products capable of satisfying Government requirements.
  • Compare candidate products based on technical specifications, capability, compatibility, availability, lifecycle considerations, and cost, and document the results in a clear and traceable manner.
  • Coordinate with engineers, technicians, Subject Matter Experts (SMEs), vendors, and acquisition personnel to clarify requirements and support technical evaluations.
  • Procurement Package Development & Execution Support.
  • Develop and maintain technical procurement packages, including specifications, Statements of Work (SOWs), market research, technical evaluations, Independent Government Cost Estimate (IGCE) inputs, and other supporting acquisition documentation.
  • Support Contract Data Requirements List (CDRL), Data Item Description (DID), Simplified Acquisition Procedure (SAP), and Indefinite Delivery/Indefinite Quantity (IDIQ) documentation as applicable.
  • Track multiple procurement packages through various stages of development and execution; maintain organized status information, action items, and supporting records.
  • Prepare professional Microsoft PowerPoint briefings, spreadsheets, reports, and other documentation that clearly communicate procurement requirements, alternatives evaluated, package status, schedule, risks/issues, and next actions.
