About The Position

The current vacancy is in the Engineering Department and will be filled at either the Electrical Engineer I or Electrical Engineer II level. This recruitment will also be used to establish a Citywide list which may be used to fill possible future vacancies in other departments. The Electrical Engineer I is the entry-level classification within the professional electrical engineering series, performing technical electrical engineering tasks that support capital improvement projects and the operation and maintenance of the City’s electric utility. Assignments provide opportunities for independent judgment and initiative in planning, operation, maintenance, design, and project management. The Electrical Engineer II is the mid-level classification, performing similar tasks but with more advanced calculations and responsibilities, and may supervise or mentor lower-level engineers and technicians. Both roles involve calculations for sizing transformers, electrical loads, conductor and fuse sizes, voltage configurations, voltage losses, and the sizing and placement of distribution poles, equipment, and facilities. They also perform drafting and design work using GIS, Bluebeam, and AutoCad for overhead and underground distribution circuits. Construction documents may be created for various systems including UPS, DC systems, generators, motors, streetlights, traffic signals, and more, ranging from 12VDC to 12.47kVAC systems. This includes specification editing, calculations, shop drawing reviews, NEC reviews, testing, and ensuring designs meet City standards and client objectives. The Engineering assignment focuses on managing Capital Improvement Program (CIP) projects, including design, bid documents, permits, cost estimates, budget tracking, coordination, quality control, public communication, and construction oversight. The Energy Resources assignment supports the Electric Utility, involving system planning, solar program administration, residential and commercial design, rate and load analysis, SCADA, AMI, OMS, reporting, and electric system modeling. The Electrical Engineer II manages advanced CIP projects and performs advanced engineering studies.

Requirements

  • Graduation from an accredited college or university with a Bachelor’s Degree in Electrical engineering or related field.
  • Must possess a valid Class D Arizona Driver's License by hire or promotion date.
  • Certification as Engineer-In-Training (EIT) is required prior to promotion or hire date (for Electrical Engineer II).

Nice To Haves

  • Some (6 months – 1 year) experience in electrical engineering, computer modeling, or related work with an electric utility is preferred (for Electrical Engineer I).
  • Interest in advancing to either an EIT (Engineer-In-Training) status or PE (Professional Engineer) with the Arizona State Board of Technical Registration.
  • Course work in power systems concepts is also desirable.
  • Experience in electrical engineering, computer modeling, or related work with an electric utility is preferred (for Electrical Engineer II).
  • Interest in advancing to PE (Professional Engineer) status with the Arizona State Board of Technical Registration.

Responsibilities

  • Performs technical electrical engineering tasks supporting capital improvement projects and the operation and maintenance of the City’s electric utility.
  • Performs basic calculations to size transformers, calculate electrical loads, determine conductor and fuse sizes, determine proper voltage configurations, and calculate voltage losses.
  • Determines proper sizing and placement of distribution poles, equipment, and facilities.
  • Performs drafting and design work utilizing GIS, Bluebeam, and AutoCad to produce drawings for the construction and maintenance of overhead and underground, primary and secondary distribution circuits and facilities.
  • Creates construction documents per the National Electrical Code (NEC) related to UPS systems, DC systems, generators, motors, specialized equipment, streetlights, traffic signals, well sites, water treatment/reclamation plants, City owned buildings, parks, life-safety systems, photometrics, or other assets.
  • Edits specifications, performs calculations, reviews shop drawings, conducts National Electrical Code reviews and conformance analysis, and performs testing.
  • Ensures systems are designed per City standards/requirements and meet client objectives.
  • Applies independent judgment and initiative in planning, operation, maintenance, design, and project management.
  • Performs related duties as required.
  • For Engineering assignment: Manages CIP standard projects, prepares design and bid documents, secures permits and approvals, prepares cost estimates, tracks budgets, coordinates with other City departments, performs quality control and assurance, coordinates project reviews, communicates with the general public and elected officials, prepares reports and calculations, oversees bidding and Council award processes, reviews construction submittals, verifies conformance to construction documents, verifies quantities, reviews pay applications, and negotiates change orders.
  • For Energy Resources assignment: Performs basic engineering studies and technical work related to the planning, design, operation, and improvement of the City’s electric distribution system, including analysis of electrical loads and system performance.
  • Prepares calculations, reports, cost estimates, budgetary information, and technical documents.
  • Assists in identifying electric system improvement priorities, supporting short- and long-term system planning, managing assigned projects, and developing, reviewing, and updating material specifications, technical documents, and public bidding documents.
  • For Electrical Engineer II: Performs advanced calculations and engineering studies.
  • For Electrical Engineer II: May supervise, mentor, direct, and review the work performed by lower-level engineers and technicians.
  • For Electrical Engineer II (Engineering assignment): Designs and manages advanced projects in the City’s Capital Improvement Program (CIP).
  • For Electrical Engineer II (Energy Resources assignment): Identifies and recommends electric system improvement priorities; supports short- and long-term system planning; manages assigned projects; and develops, reviews, and updates material specifications, technical documents, and public bidding documents.
