About The Position

JLL is seeking a seasoned Electrical Commissioning Team Lead to join their Data Center and Mission Critical Commissioning group. This role will act as the electrical commissioning technical team leader and supports growth in the market segment. The position can be located anywhere in the US and includes approximately 30-40% overnight travel. The ideal candidate will have strong fluency with data center commissioning processes, ASHRAE commissioning requirements, ANSI and NETA testing standards for electrical equipment, and NFPA electrical safety standards. Demonstrated expertise is required in acting as a third-party commissioning lead for data center electrical systems, including factory inspections, installation inspections, vendor startup, pre-functional testing, and functional/integrated testing. Responsibilities include managing and performing reviews of commissioning design drawings, specifications, and submittals, leading and performing field commissioning activities, scheduling and coordinating team members, ensuring contractor fulfillment of pre-test requirements, and maximizing staff efficiency. The role also involves working and coordinating with General Contractors, sub-contractors, AHJs, Engineers of Record, and other stakeholders on critical facility projects. The Team Lead will manage the development of project-specific Commissioning Plans and Specifications, manage onsite and offsite commissioning activities, assist in developing project proposals, identify team needs, support budget management, and manage the development and approval of commissioning test scripts. The position serves as the main client contact for electrical commissioning, provides technical direction and mentorship to the electrical commissioning group, acts as a Subject Matter Expert (SME) and technical escalation point, and leads/documents commissioning meetings. The role also includes writing or managing the development of SOPs and MOPs for data center commissioning projects and requires proficiency in QA/QC and Cx software applications.

Requirements

  • A minimum of 10 years of relevant experience in the startup and commissioning of data center electrical systems.
  • Minimum of 5 years acting as electrical commissioning lead (ideally with experience in delivery of data center projects in excess of 25MWs).
  • Strong fluency with the data center commissioning processes and deliverables covered in ASHRAE commissioning requirements and guidelines.
  • Strong fluency with ANSI and NETA testing standards for electrical equipment and systems.
  • Strong fluency with NFPA electrical safety standards.
  • Demonstrated expertise acting as the third-party commissioning lead for data center electrical systems and equipment, inclusive of factory inspections and testing, installation inspections, vendor startup, pre-functional testing, functional and integrated testing.
  • Strong data management skills.
  • Strong team leadership skills.
  • Excellent written and verbal communication skills with a strong proficiency in MS Project, Word, PowerPoint, and Excel.
  • Demonstrated ability to analyze and report against contractor (and other third party) schedule updates.
  • Candidates must be authorized to work in the United States without sponsorship.
  • Significant knowledge and documented experience in the testing and commissioning of Transformers, Switchgear, Switchboards, Protection Relays, STS, PDU, UPS and Batteries, RPPs, Lighting Controls Systems, SCADA and Electrical Power Monitoring Systems (EPMS) for low, medium, and high voltage applications.
  • Significant knowledge and documented experience in the use of electrical test equipment to include but not limited to: Relay Testing Equipment, Primary and Secondary Injection Test Equipment, Power Quality Meters (PQMs), Infared Cameras, Electrical Test Meters (voltage, current, resistance, continuity), Insulation Resistance measuring equipment inclusive of MV cable VLF Test Equipment, Lighting Meters.

Nice To Haves

  • An ABET accredited engineering or technology degree is strongly preferred but not required if candidate possesses equivalent demonstrated experience.
  • Commissioning Professional certification from a recognized industry authority.
  • PE and/or PMP designation is considered an asset but not required.
  • Experience working in an engineering consultancy or owner organization is an asset.

Responsibilities

  • Manage and perform commissioning design drawings, specifications and submittal reviews.
  • Lead electrical team members in the performance of, and where necessary, self-perform, the field commissioning activities.
  • Schedule and coordinate JLL and external project team members.
  • Ensure CxA pre-test requirements are fulfilled by the contractors and relevant sub-trades.
  • Maximize efficiency and productivity of our staff.
  • Work and coordinate directly with General Contractors (GC), sub-contractors, AHJs, Engineers of Record, and other stakeholders involved with the execution of small, medium and large-scale critical facility construction and commissioning projects.
  • Manage and perform the development of project specific Commissioning Plans and Commissioning Specifications.
  • Manage onsite and offsite commissioning activities.
  • Help develop JLL project proposals in response to client RFPs.
  • Identify required team makeup for the project(s).
  • Support management of project budgets and financials.
  • Manage the development, review and approval of L0-L6 commissioning test scripts and procedures.
  • Act as main point of contact to client for all aspects of commissioning related to the electrical systems and equipment.
  • Provide day-to-day technical direction to the electrical commissioning group, including mentoring junior personnel.
  • Act as JLL Subject Matter Expert (SME) and technical point of escalation for commissioning of data center electrical equipment and systems.
  • Schedule, lead and document on-site and offsite project commissioning meetings.
  • Write or manage the development of detailed standard operating procedures (SOPs) and Methods-of-Procedures (MOPs) for data center commissioning projects.
