About The Position

Join the City of Roseville Electric team as an Electric Business Analyst I or II. This role involves shaping the utility’s legislative and regulatory involvement by tracking and analyzing state and federal legislation, regulations, and codes to assess their impact on utility operations. The position requires developing formal advocacy positions, drafting written correspondence to influence legislative and regulatory action, and building strategic partnerships. Responsibilities include providing legislative and regulatory briefings, acting as a spokesperson, and ensuring enacted laws and regulations are integrated into departmental operations. The role also involves organizing utility tours, advocacy trips, and educational workshops. The current vacancy is for a regular, benefitted, and full-time position, but the employment list may be used for future vacancies.

Requirements

Bachelor’s degree from an accredited college or university, preferably with major course work in business administration, public administration, accounting, computer science, economics, mathematics or a related field.
One year of responsible experience performing duties similar to an Associate Electric Analyst with the City of Roseville or one year of independent, journey-level experience performing professional duties that included energy analysis, business case analysis, financial analysis, econometric analysis, database management, or engineering analysis (for Analyst I).
Two years of responsible experience performing duties similar to an Electric Business Analyst I with the City of Roseville (for Analyst II).
Possession of a valid California driver’s license by date of appointment.

Responsibilities

Tracking and analyzing state and federal legislation, regulations, and codes to assess their impact on utility operations.
Developing formal advocacy positions and drafting written correspondence to influence legislative and regulatory action.
Building and maintaining strategic partnerships with coalition partners and community organizations.
Providing regular legislative and regulatory briefings.
Acting as a spokesperson to both internal and external stakeholders.
Ensuring that enacted laws and regulations are effectively integrated into departmental operations.
Collaborating with various business units across the utility.
Organizing and executing utility tours, advocacy trips, and educational workshops.
