About The Position

The Riverside County Department of Registrar of Voters is seeking an Online Media and Public Outreach Coordinator (Elections Outreach Coordinator) for the Outreach Division in the Riverside location. The Elections Outreach Coordinator is responsible for developing and delivering public outreach programs, coordinating community events, and producing digital content that educates voters about elections, registration, and the democratic process. The role includes creating videos and other media content, managing social media campaigns, building and facilitating presentations, and collaborating closely with internal election staff while representing the department at community events, voter registration drives, and educational forums. Additionally, the incumbent will be fostering partnerships with local organizations and tracking program effectiveness through data analysis and community feedback. This role requires occasional travel and field work throughout Riverside County to conduct outreach efforts, represent the department at community events, and facilitate presentations for public awareness. Competitive candidates will be dynamic communicators with experience in public outreach, social media content creation, and event planning. Additionally, experience in Adobe Premiere Pro, Microsoft PowerPoint, and previous lead experience is required. Proficiency in Canva, Later, various social media platforms, video production, and being bilingual in Spanish are highly desired. Applicants will be required to provide a social media graphic, video, and PowerPoint presentation work sample upon initial application. The role may require carrying/lifting outreach event items such as standing banners, boxes of marketing materials, tables and chairs (assistance available if needed) and standing for long periods at a time, including outside, when conducting field work. The position may require full-time office presence for several months leading up to, during, and after elections due to the high workload. The role may involve working weekends and holidays, including mandatory overtime during election and post-election periods. Travel throughout the county may be required. Outside of election season, employees may choose from a 4/10, 9/80, or 5/40 workweek schedule, with the option of a hybrid schedule based on business needs. Flexibility working overtime, weekends, and holidays is required.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree, preferably with major coursework in business and/or public administration, management, communications, public relations, or a closely related field.
  • Three years working in community-based, volunteer, non-profit, government, public, or corporate organizations performing journey-level administrative and/or coordination functions related to community engagement or media outreach, public services or programs, preferably with experience in volunteer or community programs, external relations, community outreach, development, events management, marketing, or communications.
  • Experience in Adobe Premiere Pro, Microsoft PowerPoint, and previous lead experience is required.
  • Applicants will be required to provide a social media graphic, video, and PowerPoint presentation work sample upon initial application.
  • Possession of a valid California Driver’s License is required.

Responsibilities

  • Oversee the assignment of tasks and prioritization of workloads for volunteers, temporary staff, and regular employees; ensure staff have the resources, equipment, materials, and support to successfully implement outreach events and communications initiatives.
  • Coordinate the planning and implementation of organizational events of various topics involving the Registrar of Voters, such as elections, voter registration, programs, and services provided to the public.
  • Develop and determine effectiveness of distribution and outreach media plan; make recommendations for modifications as required.
  • Serve as an advocate for the Registrar of Voters, promoting transparency, integrity and public trust in the election process through community outreach and engagement; build partnerships with community leaders and various external organizations to broaden outreach initiatives and promote volunteer participation.
  • Oversee the operational budget for community outreach events and initiatives; monitor and recommend adjusting allocations ensuring fiscal responsibility; track expenditures and revenues to maintain alignment with program goals.
  • Develop event planning timelines, task checklists and post-event analysis reports to support continuous improvement of outreach initiatives; create various communication materials including, but not limited to, pamphlets, flyers and posters to strengthen community engagement.
  • Coordinate the release and distribution of ROV information to social media platforms; organize and arrange outreach campaigns.
  • Represent the Registrar of Voters at both internal and external meetings, community events and professional gatherings; serve as a liaison to external constituents, including community members, corporations, volunteers, vendors, and sponsors to foster partnerships and collaborative relationships.
  • Create various media content materials, including presentations to be used for outreach responsibilities.
  • Coordinate and participate in organizational representation at County events and other community-based events ensuring a consistent and professional presence that reflects the Registrar of Voters’ mission and values; oversee logistics, resources and staff assignments to ensure efficient and effective service delivery.
  • Independently handle key parts of video production to engage outreach efforts including shooting footage, recording audio, and completing standard edits for professional videos.
  • Communicate pre-event instructions with vendors, volunteers, assigned staff, and event hosts; deliver a well-executed event that fosters community participation and involvement; provide onsite guidance to support and address questions or troubleshoot unforeseen issues.
  • Ensure all day-of-event details are addressed, including delivery of materials, pre-event set-up and equipment; conduct briefing of information to volunteers, temporary staff, regular employees, and all major community outreach stakeholders; monitor and track progress of outreach activities and evaluate results to guide enhancements for future initiatives.
