About The Position

The position allocated to this class performs administrative and supervisory work related to elections, voting processes, and services. Under the direction of the Elections Manager, the incumbent has primary responsibility for overseeing voter registration functions, training and supervising elections employees, planning and managing elections, voter registration and maintaining accurate records of each election. Duties are performed with considerable independent judgment and discretion, in accordance with county procedures and state law.

Requirements

  • High school diploma or General Equivalency Diploma (GED)
  • Four (4) years of progressively responsible administrative support experience, including two (2) at a supervisory or lead level.
  • Elections related experience preferred.
  • An equivalent combination of related education and/or experience, which includes two (2) years at a supervisory or lead level, may be considered.
  • Incumbent must acquire and maintain a Washington State Certificate of Election Administrator within 3 years of employment.
  • Knowledge of the political system and local, state and federal government.
  • Knowledge of laws, policies, rules, regulations and operating procedures governing elections.
  • Knowledge of legal guidelines and requirements for access to the ballot by voters and candidates.
  • Knowledge of standard procedures and fundamentals of cost accounting, budgeting and office management.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining working relations with the department personnel, other County departments, associated agencies and the general public.
  • Skilled in use of standard office equipment including personal computer and software related to job duties.
  • Ability to recruit, train, supervise and evaluate the work of others.
  • Ability to collect and analyze statistical information to prepare budgets.
  • Ability to maintain the integrity of the election process.
  • Ability to organize, prioritize and coordinate many activities concurrently.
  • Ability to create and give effective public presentations.
  • Ability to use discretion and tact in communicating with the media, political officials, governmental agencies, election observers and others involved in the election process.
  • Ability to work cooperatively and independently, often under pressure.
  • Ability to develop and coordinate computer activities in the department.
  • Ability to exhibit initiative sufficient to assist the Auditor’s Office in meeting its objective of achieving a superior level of customer and public service through honest and ethical behavior.

Responsibilities

  • Plans, organizes and supervises the work of assigned employees to ensure all required election activities are completed accurately and efficiently.
  • Assists in training regular and supplemental staff in areas related to Voter Registration/Election Services and ballot processing.
  • Establishes and maintains effective working relationships with elections staff, department personnel, other County departments, vendors, observers, outside agencies and the general public to ensure coordinated election operations, consistent communication and the efficient delivery of election services.
  • Assists in formal employee performance evaluations and recommends disciplinary action as needed.
  • Assists in the preparation of the annual elections budget and offers support testimony and documentation at county budget review sessions.
  • Assists the Election Manager in planning and program development for the Elections Division, including planning staff needs, prioritizing and scheduling work; redesigning procedures and forms and making policy recommendations where appropriate.
  • Prepares or assists in the preparation of candidate information packets, training manuals, charts or visual aids; verifies accuracy and logic of technical information, and to meet new requirements when changes in election laws occur.
  • Assists in the development and presentation of community outreach activities including disability accessibility voting, voter education programs in schools, registration of voters, and production and distribution of voter pamphlets.
  • Produces statistics for all election results, turnouts and election costs.
  • Provides statistical and background information to the Voter Outreach and Election Communication Coordinator for media, political officials, other agencies and the general public by telephone, correspondence or in person.
  • Troubleshoots discrepancies in the processing of ballots.
  • Prepares or assists in planning and preparing for current and future elections, including election management system set up, ballot layout, programming and testing of tabulation equipment and mail ballot processing.
  • Performs other related duties as required/assigned.
  • Oversees functions of Voter Services.
  • Coordinates activities of State Voter Registration Database with Office of Secretary of State.
  • Prepares or assists in the billing of special taxing districts for pro-rated costs of election related services provided by the Elections Office.
  • Prepares or assists in the processing of election vouchers and maintenance of accurate accounting records of election expenses.
  • Prepares, trains and assists with ballot insertion and mailing of ballots.
  • Prepares, trains, assists and supervises ballot drop box collections and recording of ballot returns.
  • Prepares, trains, assists and supervises Voter Service Centers.
  • Prepares, updates and implements jail voting plan; emails and communicates with Jail supervisors; provides information about upcoming elections; provides instructions for ballot requests from inmates; processes requests; determines if requesting inmates are qualified; and provides ballot packages when appropriate.
  • Prepares and implements Voter Outreach, including using an Accessible Voting Unit.
  • Assists with ballot processing, verification, mail sorter, ballot resolves and ballot reviews when needed.
  • Writes and updates procedures to reflect new election law requirements for Ballot Drop Box collections, Voter Service Centers, ballot insertion and Voter Outreach.
  • Oversees functions of Election Services.
  • Prepares or assists with maintenance of payroll records.
  • Responsible for Record Retention Schedule.
