About The Position

Under basic supervision, the Elections Clerk performs technical and clerical duties involving a variety of functions and procedures for conducting elections. Processes voter registrations and absentee ballot request forms, monitors counter activities and maintains a professional and friendly customer service environment in the office. This is a temporary position that will work around 40 hours a week around election time. It's anticipated this year the position would work in September, October and part of November.

Requirements

  • High school diploma or GED equivalent
  • One (1) year of clerical or customer service experience
  • Equivalent combination of education, training, and experience
  • Knowledge of applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Knowledge of records maintenance and retention policies, procedures, and practices.
  • Knowledge of customer service principles, practices, and etiquette.
  • Knowledge of elections procedures.
  • Skill in navigating Iowa Code to keep up to date on changing laws pertaining to Elections.
  • Typing and entering data with speed and accuracy.
  • Utilizing a variety of elections systems and software.
  • Reading and interpreting GIS maps.
  • Using a computer to include standard software and some specialized software.
  • Establishing and maintaining cooperative working relationships.
  • Communicating effectively verbally and in writing.
  • Must possess a valid Driver's license.

Nice To Haves

  • Must successfully complete State Election Administration Training (SEAT) within one (1) year of hire.

Responsibilities

  • Updates, tracks, and maintains voter status for all voters in Scott County utilizing the State wide I-Voters system site in correspondence with the Iowa Department of Transportation, various outside agencies, United Postal Services, and other election jurisdictions throughout the United States.
  • Analyzes voter information to determine appropriate precincts and districts; prepares mailing of voter acknowledgement cards and letters restricting or rejecting voter registration applications; researches and processes cross State voter matches.
  • Assists the public at the front counter in Auditor's Office and by telephone; answers questions, collects registrations, and accepts absentee ballot request forms.
  • Analyzes voter information received to determine appropriate procedures and processes are completed to maintain orderly file of voter registration; verifies the accuracy of information recorded manually, through data entry, and through scanning.
  • Assists the Election Supervisor in all aspects of Poll Workers to include recruiting, training, and assigning workers for Elections at polling locations; maintains a current list of workers and processes payroll for the workers.
  • Assists Election Supervisor with polling locations; secures sites for elections; sends contracts and provides liability insurance certificates where needed; notifies locations before scheduled elections.
  • Processes rental claims for payment after each election; inspects polling sites on a regular basis to ensure compliance with ADA requirements.
  • Prepares voting equipment and Precinct Atlas computers for elections in a warehouse environment.
  • Assists department staff as time and workload permits or as directed.
  • Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
  • Performs related duties as assigned.
