About The Position

The part-time eLearning Developer II analyzes, designs, develops, implements, and evaluates eLearning courses and training programs for the DOE National Training Center, using a systematic approach to training and following established course development procedures. This role collaborates with other eLearning team members, graphic designers, subject matter experts (SMEs), course managers, and stakeholders to produce effective interactive online courses and associated materials. The developer determines instructional strategies and appropriate use of multimedia, sets instructionally sound goals/objectives, course structure, and sequencing of instruction, ensuring that training engages students and reflects appropriate instructional strategies and techniques. The position involves determining and implementing course materials using eLearning authoring tools to publish courses for the Learning Management System (LMS). This is a part-time position with an estimated 25 - 30 hours per week. Hourly rate is $35.57 - $37.20 based on skills and experience.

Requirements

  • U.S. citizenship is required for this position due to federal government contract requirements.
  • Minimum of four (4) years’ experience in design, development and implementation of training courses and/or programs
  • Familiarity with instructional design principles
  • Proficiency in Microsoft Word, PowerPoint, and Excel
  • Experience with Articulate Storyline or other eLearning development software
  • Excellent written, oral and interpersonal communication skills.
  • Ability to manage time and work independently
  • Familiarity with using an eLearning development software
  • Familiarity with learning management systems (LMS)
  • Experience in performing job, job task, need, and audience analyses; and the associated ability to create and administer valid surveys, analyze/evaluate data, and write survey reports
  • Experience in designing and developing eLearning content and implementing online training solutions through learning management system (LMS)
  • Skilled in working collaboratively as part of a creative team and in partnering with other teams to ensure effective product development.
  • ability to work collaboratively with eLearning team members, SMEs, and customers to produce engaging and effective training materials that incorporate state-of-the-art instructional strategies and techniques
  • Strong customer services skills
  • Ability to obtain and maintain Department of Defense/War (DOD/W) installation access which will involve obtaining a DBIDS card
  • Participation in IB3's Workplace Substance Abuse Program (WSAP) which includes random drug testing

Nice To Haves

  • Familiarity in designing and developing eLearning content is preferred
  • Hands-on experience using Articulate Storyline/Articulate 360, highly desired
  • DOE experience is desired.

Responsibilities

  • Develop online eLearning courses using the Articulate Storyline authoring tool
  • Collaborate with other eLearning team members to design, develop and revise engaging and effective instructional materials that apply varying instructional strategies and techniques
  • As assigned, act as project manager/project coordinator for the eLearning process, write project plans, and ensure that milestones are met, submitting deliverables as scheduled
  • Assess performance outcomes to determine instructional effectiveness of course materials
  • Recommend and collaborate with graphic designers and eLearning team members to develop/apply appropriate interface designs, sequencing of instruction, and use of needs assessments and job analyses
  • Organize meetings with Subject Matter Experts, eLearning Development team and other clients as needed
  • Design course materials for online training environments in accordance with DOE and other applicable instructional design principles
  • Continually explore new technologies for potential application to instructional problems and associated performance improvement efforts
  • Applies and follows basic safety and security concepts and policies
  • Assist with course hosting to the LMS and the web
  • Work on special projects as assigned by the eLearning Training Manager
  • Organize creative sessions with eLearning team and multimedia departments
  • Troubleshoot courses as needed
  • Test and give feedback to other developers during the alpha testing process
  • Assess the development time for Change Controls as needed
  • Assist in the onboarding process for new hires
  • Upload courses to the LMS
  • Assist the eLearning Training Manager as needed with the development schedule, resourcing, PSRs, and CSRs.
  • Participates in skill development share sessions with other eLearning developers
  • Serve as contributor to updating eLearning department processes and procedures when needed
  • Ability to follow department specific workflows and guidelines, ensuring consistency and accuracy in task completion
