About The Position

The EHS Manager supports American Packaging Corporation’s Environmental, Health & Safety programs and strategic initiatives at its Rochester, New York site. The role ensures work is performed safely and in an environmentally responsible manner by implementing corporate EHS programs, policies, and training in environmental protection, worker safety, industrial hygiene, and related areas. This is an exempt position in a manufacturing environment. The manager identifies, eliminates, and controls hazardous conditions that could cause injury or property damage. The role supports site emergency preparedness, employee safety teams, chemical management, environmental improvement, risk assessment, safety awareness, and employee training. It also works with Corporate EHS and local management on programs and procedures, management-of-change reviews, incident response, and return-to-work coordination. The position oversees site EHS compliance and recordkeeping, including OSHA compliance, environmental permits and reporting, hazardous waste management, SARA reporting, recycling, spill prevention, chemical storage, and required safety documentation. The manager participates in audits and inspections, maintains and evaluates EHS performance indicators, and helps ensure corrective actions are completed. The role also investigates incidents, leads root-cause analysis, and recommends measures to prevent recurrence. The job involves occasional travel, including out-of-state travel for biannual Safety Summit conferences. Minimal air or automobile travel with overnight stays is expected two to three times per year.

Requirements

Bachelor’s degree in Engineering, Occupational Health, or EHS Management, and five years of related experience and/or training; an equivalent combination of education and experience implementing EHS programs in a manufacturing environment is also accepted.
Knowledge of OSHA, EPA, and Process Safety Management regulations is required.
Experience interpreting regulatory requirements and implementing and coordinating OSHA compliance programs is required.
Ability to read, analyze, and interpret business and professional publications, technical procedures, and governmental regulations.
Ability to write reports, business correspondence, and procedure manuals, and to present information and respond to questions from varied audiences.
Ability to perform arithmetic calculations, compute rates, ratios, and percentages, and interpret bar graphs.
Ability to solve practical problems, define problems, collect data, establish facts, draw valid conclusions, and interpret technical instructions.
Skills and abilities in communication, conflict resolution, confidentiality, meeting deadlines, independent work, attention to detail, innovation, organization, presentations, professionalism, and teamwork.
Proficiency with Microsoft Office Suite.
Knowledge or experience in safety and environmental management, manufacturing, OSHA, EPA, ISO, RCRA, wastewater, stormwater, air permits, OSHA Process Safety Management 1910.110, PSM process management, ergonomics assessment, HAZWOPER, behavioral-based safety, training-program development and management, compliance management, workers’ compensation, safety-team management, fire protection, facility-wide site security, and first response.
Ability to meet the position’s physical demands, including occasional lifting not exceeding 50 pounds, subject to department-specific job hazard analysis restrictions.
Ability to travel by air or automobile and stay overnight two to three times per year.

Responsibilities

Identify, eliminate, and control hazardous conditions that could lead to injury or property damage.
Support site emergency preparedness, including training, evacuation planning, and emergency response.
Support the development and growth of employee-driven safety committees and teams.
Oversee the facility chemical management plan and Safety Data Sheet approval process.
Lead environmental performance continuous-improvement efforts and support ISO 14001.
Conduct risk assessments and prioritize mitigation measures.
Support manufacturing and staff in safety awareness, prevention, and training.
Engage with employees and champion employee-engagement initiatives.
Assist Corporate EHS and site management with developing health and safety programs and procedures.
Conduct management-of-change reviews for new or changed processes and equipment.
Facilitate use of early-intervention and physical-therapy services as needed.
Investigate incidents and injuries promptly and thoroughly; lead root-cause analysis and recommend corrective actions.
Identify EHS training needs; deliver or coordinate training, including plant-wide, new-hire, and contractor training as needed.
Ensure facility OSHA compliance and maintain required OSHA records and other site safety documentation.
Meet federal and state compliance and reporting requirements, including Title V air permit compliance and reporting.
Manage hazardous-waste activities, including handling, shipping, reporting, inspections, contingency planning, and waste reduction.
Complete SARA Form R and Tier II reporting; oversee solid-waste recycling and spill-prevention planning.
Oversee chemical bulk storage tanks, including underground and aboveground tanks.
Assist the Plant Engineer with local compliance requirements such as fire and building codes.
Track and report key EHS performance indicators.
Participate in EHS, industrial hygiene, loss-control, ISO, regulatory, fire, and other audits and inspections.
Work with the local facility team to maintain and audit Process Safety Management.
Develop and recommend work-safety standards, enforce procedures, and address hazards and compliance issues with facility management.
Review audit recommendations and implement agreed corrective actions.
Perform job-site analyses, assess employee exposures, establish safe work procedures, and conduct safety inspections.
Maintain facility programs such as safety shoes, safety glasses, and hearing tests.
Participate in APC internal audit site visits and reviews.
Coordinate early return to work for lost-time injuries and implement corrective actions promptly.
Continue EHS training and development, attend company-mandated meetings, and attend biannual Safety Summit conferences.
