About The Position

The EHE Program Manager is responsible for the strategic, operational, and contractual oversight of all Housing Stability Services funded under the Ending the HIV Epidemic (EHE) initiative. This role ensures full compliance with Ryan White Part A requirements, HRSA/HAB policy notices, Miami-Dade County contractual obligations, and Empower U Community Health Center policies and procedures. The Program Manager provides leadership and supervision to housing and employment staff, oversees program performance and quality assurance, manages contracts and partnerships, and ensures that all services are delivered in alignment with approved scopes of work, budgets, performance measures, and reporting requirements. The position is accountable for ensuring that program deliverables, outcomes, and documentation standards are met consistently and accurately.

Requirements

  • Bachelor’s degree in Social Work, Public Administration, Public Health, Human Services, or a related field preferred.
  • Equivalent combination of education and directly related experience may be considered.
  • Minimum of three (3) years of progressively responsible experience in housing stability, homelessness services, Ryan White, or federally funded social service programs.
  • Demonstrated experience managing staff, contracts, and program deliverables in a compliance-driven environment.
  • Experience with HMIS, Ryan White data systems, or similar client management platforms strongly preferred.
  • Strong knowledge of EHE and Ryan White Part A program requirements, including housing services, eligibility, and payer-of-last-resort rules.
  • Demonstrated ability to supervise staff, manage performance, and ensure accountability for outcomes.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to interpret contracts, regulations, and policy guidance and translate them into operational practice.
  • Excellent written and verbal communication skills.
  • Ability to manage sensitive client information in compliance with confidentiality and HIPAA standards.
  • Must be able to pass a Level I and Level II Background check as required.

Responsibilities

  • Serve as the primary operational lead for EHE Housing Stability Services, ensuring compliance with all applicable Ryan White Part A, EHE, HRSA/HAB, and Miami-Dade County requirements.
  • Interpret and operationalize contract language, scopes of service, policy notices, and program guidance into clear workflows, staff expectations, and service delivery standards.
  • Ensure adherence to payer-of-last-resort requirements, client eligibility standards, allowable costs, and documentation requirements as outlined in the EHE Housing Stability Services category.
  • Prepare for, participate in, and respond to program monitoring visits, audits, site reviews, and corrective action plans, as required.
  • Provide direct supervision, coaching, and performance management for Housing Coordinators, Employment Coordinators, and assigned case management staff.
  • Establish clear performance expectations tied to contract deliverables, productivity benchmarks, timeliness of documentation, and quality standards.
  • Conduct regular supervision meetings, case reviews, and performance evaluations; address performance deficiencies through corrective action when necessary.
  • Ensure staff receive appropriate onboarding, training, and ongoing technical assistance related to EHE, Ryan White, housing services, trauma-informed care, and documentation standards.
  • Oversee day-to-day operations of Housing Stability Services, including intake, eligibility determination, service planning, financial assistance, referrals, and follow-up.
  • Ensure comprehensive assessments are completed to determine housing needs, income status, barriers to stability, and service eligibility.
  • Ensure individualized service plans incorporate participant goals related to housing stability, economic stability, and wellness, and are reviewed and updated in accordance with program requirements.
  • Monitor client progress and outcomes to support housing retention, reduced homelessness, and improved engagement in HIV care.
  • Ensure accurate, timely, and complete client documentation in the Homeless Management Information System (HMIS), Enterprise Miami, and any additional required data systems.
  • Monitor data quality, completeness, and timeliness to ensure compliance with reporting standards and performance measures.
  • Review case files regularly to ensure documentation supports eligibility, services rendered, and reimbursement requirements.
  • Analyze program data and outcomes to identify trends, gaps, and opportunities for improvement.
  • Lead development, monitoring, and management of the program budget in alignment with the approved EHE contract and allowable cost principles.
  • Review and approve expenditures, financial assistance payments, and vendor invoices to ensure compliance with contract terms and fiscal policies.
  • Monitor spending against budget projections and collaborate with finance staff to address variances or reallocation needs.
  • Identify and pursue supplemental or alternative funding opportunities to enhance housing-related services and sustainability.
  • Serve as the primary point of contact for community-based partners providing housing, utility assistance, homeless mitigation, employment, and supportive services.
  • Negotiate, manage, and monitor memoranda of understanding, subcontracts, and partnership agreements with public and nonprofit entities.
  • Coordinate services with local Continuum of Care partners, housing providers, behavioral health agencies, and other stakeholders to reduce duplication and improve client outcomes.
  • Represent Empower U in community meetings, coalitions, and planning efforts related to housing stability and homelessness.
  • Ensure program participants receive assistance obtaining required documentation (e.g., identification, income verification, benefits) to support housing and employment access.
  • Ensure appropriate referrals to medical, behavioral health, substance use, employment, educational, and social service resources.
  • Address client complaints, grievances, and service issues in accordance with organizational policies and contractual requirements.
