About The Position

The Office of Equal Employment Opportunity (OEEO) within the New York City Police Department is responsible for preventing, investigating, and addressing employment discrimination and harassment. OEEO leads policy and training initiatives related to accommodations, religious head coverings, and transgender inclusion, ensuring the Department supports the diverse needs of its members. The office conducts thorough and impartial investigations, addresses inappropriate conduct, and fosters a safe, equitable, and respectful workplace. The Reasonable Accommodations Unit manages accommodation requests for disability or religion, and the OEEO Liaison Network supports EEO policy implementation and complaint response. OEEO also oversees the Department’s compliance with the Americans with Disabilities Act (ADA), with the Disability Services Facilitator (DSF) acting as the primary liaison for accessibility requirements.

Requirements

  • Admission to the New York State Bar
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or Six months of satisfactory service as an Agency Attorney Interne (30086).
  • Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
  • To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
  • To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Responsibilities

  • Overseeing and/or conducting prompt, thorough, and impartial EEO investigations to ensure compliance with all applicable regulations.
  • Conducting and supervising internal EEO investigations; drafting investigative reports; and recommending resolutions that are legally sound, compliant with applicable laws and policies, & mitigate risk to the Department.
  • Providing guidance and training to team members on EEO policies, investigative techniques, and investigative writing.
  • Proactively analyzing complaint trends and recommending improvements to policies, procedures, and practices.
  • Compiling comprehensive investigative reports that summarize findings, apply relevant legal standards, and provide actionable recommendations.
  • Presenting findings clearly and concisely, supporting leadership and decision makers with accurate, well-documented analysis.
  • Ensuring the timely resolution of cases while maintaining the highest standards of confidentiality and integrity.
  • Accurately analyzing and interpreting local, state, and federal employment discrimination laws.
  • Communicating effectively with all levels of management.
  • Assessing investigative processes and recommending improvements and solutions.
  • Providing guidance and support to the Director of EEO Investigations.
  • Managing and maintaining tracking databases in an accurate and timely manner.
  • Coaching staff with varying levels of EEO knowledge and investigative experience.
  • Preparing and delivering metrics and regular reports, as needed.
