About The Position

The Division of Career and Adult Education is seeking an organized and detail-oriented professional who can effectively manage multiple priorities under tight deadlines while maintaining accuracy, professionalism, and strong customer service. The ideal candidate will support grants administration and compliance activities related to federal and state funding for Career, Technical, and Adult Education programs, including processing grant applications and amendments, monitoring projects and data, providing technical assistance and training, and maintaining accurate records and procedures. Strong organizational, analytical, communication, and problem-solving skills, along with the ability to collaborate effectively with internal and external stakeholders, are essential for success in this position.

Requirements

  • Three (3) years of working experience in a professional office environment.
  • Advanced working knowledge and experience using Microsoft applications such as Excel, Word, Power Point, and SharePoint.

  • Florida Certified Contract Manager (FCCM) certification.

Responsibilities

  • Responsible for the implementation of the Adult Education State Plan and ensure that local providers are implementing Adult Education services in accordance with state and federal guidelines.
  • Responsible for the implementation of the Adult Education State Plan and ensure that local providers are implementing English Literacy and Civics Education services in accordance with state and federal guidelines.
  • Responsible for providing Technical Assistance to local recipients on how to implement and carry out programs, services and activities related to Career and Technical Education.
  • Responsible for the implementation of any State Appropriations related to Career and Adult Education services in accordance with State guidelines.
  • Responsible for the creation of written procedures manual and operational business rules related to the grants administration implementation.
  • Responsible for the Division’s implementation and management of the Grant System.
  • Direct the workflow of grants via the EGMA system, including creation and record ownership of specific grant programs in addition to assignment and routing of individual projects
  • Managing the resources of the EGMA system by assigning and maintaining users and their roles within the Division
  • Coordinating and administering EGMA training for the division
  • Creating new policies and procedures governing a new way of work
  • Design and implement the required WIOA Workforce Board state plan alignment process.
  • Serves as day-to-day content expert regarding contracts and grant procurement processes.
  • Responsible for providing periodic management reports to the Bureau Chief related to grants and contracts implementation.
  • Assist program personnel and other users in researching, developing and analyzing specifications for career and technical education-related report to meet information needs.

  • Maintain and update Funding Opportunities Grants Administration website.

  • Review and ensure grant administration and compliance documents are ADA-508 compliant before posted to website.
  • Serve as the lead coordinator of state funded contract and grants
  • Direct the application development, project management, performance accountability and invoice processing tasks for state funded contracts and grants.
  • Develop and implement data and fiscal accountability systems for state funded projects, as needed.
  • Negotiate programmatic and fiscal contractual processes.
  • Assists in developing and updating online invoice deliverables database and information
  • Administrator of the Online Competitive Review database
  • Maintain and update the Online Competitive Review database to ensure accuracy and efficiency throughout all of Grants Administrations competitive processes.
  • Lead the development and coordination of the Grants Administration Procedure Manual
  • Manage and maintain written operational business rules and procedures and documentation related to the implementation and administration of state and federal funding distribution.
  • Assists with the development of required bill analyses, as needed.
  • Communicates and consults with colleagues in content areas to ensure consistent and reliable exchange of knowledge and expertise.
  • Performs other related work as assigned.
