About The Position

The position performs advanced level work under the limited supervision of the Educational Policy Development Director (WT: Director of Research and Evaluation). Primary responsibilities include data driven program improvement activities for career technical education (CTE) and adult general education (AGE) programs statewide, through the analysis, visualization, and sharing of state data. This position supports state-administered adult general education, registered apprenticeship, and secondary and postsecondary career and technical education programs. The position provides shared leadership through strong data analysis, technical assistance and consultative services, staff development, and support services to providers which include local educational agencies, correctional/juvenile educational programs, state and local agencies, business and industry, community-based organizations, and other providers. You’ll be immersed in the ins and outs of state administration of the Adult Education and Family Literacy Act (AEFLA) and Carl D. Perkins Career and Technical Education Act (Perkins) which contribute to the economic development of Florida and the self-sufficiency of its citizenry. This position specializes in CTE program support, including data reporting, data analysis, and program improvement of secondary and postsecondary CTE, career dual enrollment, and apprenticeship programs.

Requirements

  • Four (4) years of relevant work experience
  • Intermediate level Microsoft Office skills (Word, Excel, and PowerPoint)
  • Ability to travel 3-4 times per year
  • Experience with public speaking
  • Proficiency with a variety of software tools and data visualization tool(s) including but not limited to Access, Tableau, Word and Excel
  • Knowledge of Florida Education laws/statutes and State Board of Education Rules
  • Knowledge of federal and state program accountability requirements and processes
  • Ability to communicate effectively

Responsibilities

  • Responsible for the implementation of the Adult Education State Plan and ensure that local providers are implementing Adult Education and English Literacy and Civics Education in accordance with state and federal guidelines.
  • Responsible for the implementation of the Career and Technical Education State Plan, evaluation of programs, services and activities to carry out under the 2006 Carl D. Perkins Act.
  • Produces research and evaluation reports and is involved in all phases of the process: design, data collection, analysis, data quality assurance, and writing. Most projects will be centered on career/technical education areas such as secondary and postsecondary CTE, career dual employment, and apprenticeship, but some research and evaluation work on adult education will be required.
  • Evaluates adult and career technical education programs to identify areas of deficiency, points of strength, and performance gaps among sub-populations.
  • Coordinates the design and training for data tools that support program evaluation and improvement.
  • Provides shared leadership and technical support to ensure compliance with Federal and State prescribed mandates for implementing State-administered AGE and CTE programs and initiatives with specific focus given to accountability, measurement and research functions for workforce development initiatives and special projects.
  • Coordinates the development of strategies and strengthens linkages with work groups and other personnel to market program information; provides staff development training; produce and disseminate program performance reports and other pertinent literature/products.
  • Coordinate internally with department accountability, measurement and research sections to measure, analyze, and report outcomes of state and federally funded adult education programs.
  • Ability to travel 3-4 times per year.
