As an Education Program Specialist, you will manage projects across all aspects of the design and implementation of in-person seminars and webinars for those who teach or offer adult citizenship education courses to immigrants preparing for citizenship.

Requirements

  • Must be a U.S. Citizen or U.S. National.
  • Successfully pass a Background Investigation including financial disclosure.
  • Must pass a drug screening.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Residency Requirement: Candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
  • May be required to serve a probationary period of 1 year.
  • Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.
  • Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education.
  • Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
  • At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria.
  • One (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.
  • Performing the majority of the following duties: Applying expertise in adult citizenship education in training and classroom settings.
  • Providing leadership, advice, and guidance as a subject matter expert in history/civics content knowledge.
  • Demonstrating professional proficiency in the following areas: naturalization test; assessment theory and design; curriculum development theory and practice; adult learning theory and practice; education program evaluation; and education materials development.
  • Planning and organizing projects that involve estimating resources and coordinating with management.
  • Informing leadership of potentially controversial findings, issues, or problems with widespread impact.

Responsibilities

  • Serve as project lead on agency, office, and division priority projects including revising, updating, and maintaining the naturalization test.
  • Maintain a knowledge base of best practices within History and Civics Education, Citizenship Education, and Assessment Design.
  • Develop new classroom and self-study materials to assist teachers and students in learning about the naturalization process, American history and government.
  • Build and maintain networks with external stakeholders, including corporations, non-profit organizations, academic institutions, other governmental agencies.
  • Communicate with a variety of internal and external stakeholders orally and in writing, including drafting and reviewing white papers, memoranda and talking points.
  • Advise and negotiate with leadership within USCIS, as needed, on complex issues in citizenship education and naturalization testing protocols.
