About The Position

The Children’s Home of Reading is seeking a compassionate and dedicated Education Liaison to facilitate school enrollment for newly placed unaccompanied alien children (UACs) within state-mandated timeframes. This role involves coordinating interpretation and translation services, monitoring attendance and academic performance, and advocating for UACs requiring Individualized Education Program (IEP) or Section 504 plan development. The Education Liaison will maintain communication with school districts, foster parents, and care staff, document educational progress, and support transition planning. The position requires exercising independent judgment, effective communication, and reliable attendance, with potential needs outside standard business hours.

Requirements

  • Must be at least 21 years of age.
  • Bachelor’s degree in education, social work, or related field.
  • Knowledge of Pennsylvania school enrollment requirements for students without parent or guardian present.
  • Must exhibit integrity and good moral character appropriate for working with children in a residential or foster care setting.
  • Must successfully complete ORR-required background investigations.
  • Must provide proof of immunity to vaccine-preventable diseases transmitted by the respiratory route (Varicella, MMR, Tdap, annual Influenza) and comply with all state licensing health screening requirements including TB screening.
  • Must complete all ORR-required pre-service trainings, as required and scheduled by ORR.
  • Must complete all ORR-required continuing education on an annual basis, as required and scheduled by ORR.
  • Must sign and comply with CHOR’s Code of Conduct consistent with ORR policy, confidentiality acknowledgment, and mandatory reporter agreement.
  • Must disclose any prior misconduct, including conduct occurring off duty, on the employment applications and in interviews.

Nice To Haves

  • Experience navigating special education processes, including IEP and 504 plan development preferred.
  • Experience working with English language learners or immigrant youth preferred.

Responsibilities

  • Facilitates school enrollment for newly placed UACs within state-mandated timeframes.
  • Coordinates interpretation and translation services for school-related communications.
  • Monitors attendance and academic performance.
  • Advocates for UACs requiring Individualized Education Program (IEP) or Section 504 plan development.
  • Maintains communication with school districts, foster parents, and care staff regarding educational needs.
  • Documents educational progress and concerns in the UAC Portal.
  • Supports transition planning for UACs moving between schools or placements.
  • Exercise independent judgment consistent with program policy, ORR requirements, and applicable law.
  • Communicate effectively, verbally and in writing, with children, families, and staff.
  • Maintain regular, reliable attendance and respond promptly to program needs, including outside standard business hours when required by the role.
