About The Position

The Education and Career Advisor provides individualized workforce development, case management, career guidance, and employment services to youth. This position supports youth in identifying educational and career goals, developing work readiness skills, securing employment and work-based learning opportunities, and accessing the resources needed to succeed in education, training, and the workplace. The position also develops and maintains strong partnerships with employers, schools, community organizations, and workforce agencies to expand career exploration and employment opportunities for youth.

Requirements

• High school diploma, GED or equivalent preparation
• College-level course work in Education, Counseling or related Social Science field
• Recent successful experience working in an educational/social service program with multiple components and partners
• Recent successful experience in working in a culturally diverse environment and with disconnected youth between the ages of 14 and 24
• Working knowledge of educational and employment barriers experienced by disconnected youth and their families and of positive youth development strategies
• Demonstrated flexibility with changes in program, funding and legislation
• Demonstrated ability to work collaboratively with diverse partners
• Computer proficient in word processing and database programs
• Demonstrated ability to make decisions independently and use initiative and judgment in accomplishing tasks with general instructions and guidance
• Ability to recognize and support the needs of disconnected youth and to provide activities that will improve academic success, enhance personal development and lead to employment
• Written and oral communication skills sufficient to perform essential functions
• Physical and mental attributes sufficient to perform essential functions

Nice To Haves

• Recent successful experience in developing and coordinating support programs and advocacy services for disconnected youth
• Bilingual. Bilingual candidates must pass a language proficiency assessment at an intermediate high to advanced level per CESD guidelines to be eligible for bilingual salary placement

Responsibilities

• Conduct eligibility determination, assessments, goal setting, individualized service planning, and follow-up services to support youth in achieving educational, career, and employment goals.
• Provide trauma-informed individualized coaching, case management, and workforce development services that motivate and support youth in overcoming barriers and successfully participating in education, training, and employment.
• Deliver career exploration, career pathway planning, work readiness training, resume development, interview preparation, job search assistance, and other employment readiness activities.
• Develop, coordinate, and monitor work-based learning opportunities, including paid work experiences, internships, job shadowing, and occupational skills training aligned with youth career interests.
• Build, maintain, and expand partnerships with employers and businesses to create employment opportunities, support successful placements, and promote long-term employment retention.
• Connect youth with supportive services and community resources that address barriers to education and employment, including housing, transportation, mental health, childcare, financial assistance, and other services that promote long-term success.
• Collaborate with school districts, Clackamas Community College, workforce partners, local workforce board, public agencies, and community organizations to recruit participants, re-engage disconnected youth, and coordinate comprehensive support services.
• Maintain accurate case records, participant documentation, employment records, and required data in workforce development information systems to ensure program compliance and accountability.
• Evaluate participant progress and contribute to program improvement by monitoring outcomes, collecting participant and employer feedback, and supporting continuous improvement efforts.
• Represent CESD C-TEC Youth Services through active participation in team meetings, community partnerships, workforce initiatives, and collaborative planning efforts, while contributing to a positive team culture and performing other duties as assigned.
