About The Position

The University of Florida Training, Research, and Education for Environmental Occupations (UF TREEO) Center is seeking a knowledgeable and experienced professional to serve as the Program Manager for Water Programs. This role is responsible for managing and delivering training programs that support workforce development across the water industry, including licensed operators, engineers, laboratory professionals, and utility personnel. The Program Manager will serve as a lead instructor while overseeing curriculum development, regulatory alignment, and industry partnerships to ensure high-quality, relevant training that meets certification and continuing education requirements. This position includes travel for contract courses, emergency response support, and professional conferences, providing opportunities to engage with industry leaders and expand UF TREEO’s impact across Florida. Reporting to the Associate Director, this position serves as the University of Florida’s Training, Research, and Education for Environmental Occupations (UF TREEO) Center’s Water program manager, lead instructor, and outreach coordinator. This role is responsible for delivering high-quality instruction that engages adult learners and supports professional development across the water and wastewater industry, including licensed operators (Levels C, B, and A), engineers, laboratory professionals, administrative staff, regulators, and other utility personnel. This position participates in the development of new courses and the continuous improvement of existing offerings to meet industry certification and continuing education requirements. Ensures all educational programs and instructional practices align with applicable federal and state regulations. Builds and maintains partnerships with professional associations and industry stakeholders to support workforce development and program growth.

Requirements

  • Bachelor’s degree in an appropriate area and six years of relevant experience or an equivalent combination of education and experience.

  • Have a strong understanding of the management, operation, and maintenance of cross-connection control programs and water distribution systems.
  • Have 5 years of experience designing and delivering training for personnel in the water industry.
  • Proficient with MS Outlook, Word, PowerPoint, and Excel software.
  • Backflow Repair Certification
  • Cross Connection Control Program Manager Series Certificate or ability to complete in 6 months
  • Voluntary association certifications welcomed

Responsibilities

  • Deliver training programs to water and wastewater professionals using a variety of instructional methods grounded in adult learning principles, including lectures, discussions, demonstrations, and hands-on activities, to engage adult learners at the TREEO Center in Gainesville and at locations across Florida.
  • Evaluate the effectiveness of training based on achievement of learning outcomes and implement curriculum improvements as needed.
  • Responsible for ensuring courses meet current federal and state regulations.
  • Responsible for keeping existing courses updated and identifying and developing new training topics and opportunities through a collaborative, partnership-based curriculum development approach with internal curriculum team members, industry stakeholders, and subject matter experts.
  • Research market trends and work with industry leaders to identify new online and face-to-face training course opportunities.
  • Provides oversight, monitoring, and evaluation of contract instructors.
  • Engage with local government officials, utility managers, and industry organizations to develop training partnerships and secure workforce development, grant-funded, and technical assistance opportunities.
  • Represent TREEO through active participation in professional associations such as ABPA, FWEA, FSAWWA, and FWPCOA, including committee involvement, presentations, and conference participation.
  • Provides support to the Florida Water and Wastewater Agency Response Network (FlaWARN) during natural or manmade emergencies.
  • Serves as a technical advisor and as an on-scene coordinator during emergencies when required.
  • Provide support to ensure Continuing Education Credits are uploaded to the Florida Department of Environmental Education Operator Certification Program.
  • Other duties as assigned that support the organization.
